This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. W81NTE81648505 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26, published June 2007. This acquisition is unrestricted under NAICS code 334519, Size STD 500.

The requirements in this solicitation:
1. Gamma Detector (XR-100- CdTe X-ray & Gamma Detector SY-TC2470D-G4BB: 9mm1/1mm/4 mil Be) QTY 1,
2. Digital Puse Processor, MCA & Power Supply Part PX4 Qty 1
3. Collimator Kit Part #: EXVC QTY 1
4. Tungsten Collimator PN: EXVC-W-Spacer QTY 1
5. Quantitative Analysis Software for X-Ray Flourescence Part # XRF-FP QTY 1.

Vendors offering other than the brand name product shall meet or exceed the following Salient Charteristics:

System Salient Characteristics
The system shall be small and compact, and consist of:
A. A solid-state semiconductor diode detector operable at room temperature.
B. A digital pulse processor, multi-channel analyzer (MCA), and power supply contained in a single unit and fully compatible with the diode detector.
C. A collimator kit.
D. Quantitative analysis software.

A. Detector Salient Characteristics
1. The detector component shall consist of a high performance x-ray and gamma ray detector, preamplifier, and cooler system.
2. The detector shall not be cooled using liquid nitrogen. Cooling will be provided electronically only.
3. The detector material shall not exceed 3 mm by 3 mm in input surface dimensions, and 1 mm in depth.
4. Energy resolution shall not exceed 1.2 keV FWHM (full width at half maximum) at 122 keV or greater.
5. Dark counts shall not exceed 0.005 counts/second between 10 keV and 1 MeV (10,000 and 1,000,000 electron volts).
6. The detector window shall be beryllium, not to exceed 4 mil (100 micrometer) in thickness.
7. The detector assembly shall have a preamp output consisting of a BNC coaxial connector.
8. The detector assembly shall have a 6-Pin, LEMO connector with 5 ft cable.

B. Digital Pulse Processor, Multi-Channel Analyzer (MCA), and Power Supply Salient Characteristics
The digital pulse processor, multi-channel analyzer (MCA), and power supply shall be a single unit compatible with the detector, and shall include:
1. A digital pulse shaping amplifier.
2. An integrated multichannel analyzer.
3. The power supply.
4. High count rate capability with excellent baseline stability, throughput, and pile-up rejection.
5. Up to 8k output MCA channels.
6. A USB interface to personal computer, with software to support instrument control, data acquisition, and analysis.
7. High voltage bias adjustable 100 V to 1.5 kV.
8. Thermoelectric cooler with feedback.
9. Operates from a DC supply with AC power adapter included.
10. Small size, not to exceed 6.5 x 5.5 x 1.5 inches (165 x 135 x 40 mm).
11. Light weight, not to exceed 1.6 lbs/750 g.

C. Collimator Kit Salient Characteristics
1. The collimator kit shall include collimator housing, tripod and mounting plate, laser pointer, and brass spacer, as well as the following 7 Tungsten (W) collimator disks:
1 mm thick with 25 m hole
1 mm thick with 50 m hole
2 mm thick with 100 m hole
2 mm thick with 200 m hole
2 mm thick with 400 m hole
2 mm thick with 1000 m hole
2 mm thick with 2000 m hole
2. The collimator kit shall include a Tungsten (W) Spacer /Collimator at least 36 mm with 300 micrometer hole designed to stop and collimate x-rays greater than 100 keV produced from high energy tubes.
4. The collimator shall be constructed specifically for the detector.

D. Quantitative Analysis Software Salient Characteristics
1. The system shall include software to adjust the output spectrum for the escape peaks of the detector.
