Synopsis:

Description: The Naval Air Systems Command Headquarters (NAVAIRHQ), Patuxent River, MD intends to modify an existing Basic Ordering Agreement (BOA) N00019-05-G-0027 with Orbital Sciences Corporation, Chandler, AZ to extend the ordering period from three (3) years to five (5) in accordance with DFAR 216.703 (c), July 11, 2006. The purpose of this agreement, and all subsequent delivery orders, is to support the GQM-163A Coyote Supersonic Sea Skimming Target (SSST) system. The supplies and services to be procured under this BOA include: engineering and logistics technical studies, investigations and support; repair parts, material, spare repairables, technical data and support equipment; Mission Specific Equipment kits; field support to analyze system performance; participation in demonstrations and SSST working groups, and repair of repairables.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: Orbital Sciences Corporation is the sole designer, developer, and manufacturer of the Supersonic Sea Skimming Target (SSST) and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified.
