DESC: Notice of intent to award sole source. The Air Force Flight Test Center (AFFTC), Directorate of Contracting, Edwards AFB, CA intends to award a Firm-Fixed Price purchase order, in accordance with Federal Acquisition Regulation Far 12-Acquisition of Commercial Items. The North American Industry Classification System Code
(NAICS) is 334220.
The following will be procured as follows: 412th TSSIDRP (ACQ) is starting the 2nd phase of GPS tracking capabilities which provide DRP (ACQ) customers with upgrade version of Team software along with ruggedized and miniaturized transmitters that will be able to track multiple, independent objects across wide areas of East and West Ranges in real-time (2417) and display with position information on a standard PC hosting the GPS- TEAM mapping software in the master Range safety work station in Downfall. This software (TEAM) displays a map overlay upon which the Range map has been laid. Users will appear as a of RF reference signal beacon on the Edwards map, updating their position often enough to allow the operator to track the vehicles or personnel movement in real-time. The systems are comprised of handheld transmitter, Ethernet base station receiver and Omni bi-directional GPS antenna all of which utilize TEAM software from GPS Flight. The personnel and equipment tracking system receiver will fit into our existing fiber optic connection network equipment which support 16 channel GPS network along with the original modules already being utilized here at Edwards AFB. These modules (STX-E) will be form, fit, and function with existing fiber optic connection network hardware for receiving all transmitted GPS data to the main work base station (e.g.; DOWNFALL).
The government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Sources that believe they have the capability under this requirement may submit their capabilities and qualifications to perform the effort in writing to the identified Government point of contact no later than 1 p.m. local time, l on 7 Apr 2008. Such capabilities and qualifications will be evaluated solely for the purpose of determining whether to conduct this procurement on a competitive basis. A determination not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
