This is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Part 13, Simplified Acquisitions, as
supplemented with additional information included in this notice. QUOTES
ARE
BEING REQUESTED. Responses shall reference Request for Quotations No.
DE-RQ26-08NT00682 the U.S. Department of Energy, National Energy Technology

Laboratory (NETL), Pittsburgh, PA intends to purchase the following
Gloveboxe (1 EACH) with the following specifications:
SINGLE FILTER COLUMN GAS PURIFICATION SYSTEM,
ANTECHAMBER RIGHT SIDE, 115V, INCLUDING ALL STAINLESS
STEEL GAS FLOW PIPING,
EDWARDS RV12 VACUUM PUMP,
INTERNAL POWER STRIP,
50CFM VARIABLE SPEED BLOWER, AND SPARE
KF40 FEEDTHROUGHS.

In addition the following specs must also be met:
Blower- The blower is vibration isolated and will not disrupt the readings
on a
balance. The blower is also variable speed so that you can lower the CFM
from
50 cfm to 1 cfm allowing you to circulate through the purifier while using
a
balance so that the turbulence of a normal blower 40 cfm will not give you
a
false measurement.
The purifier valves are automatic and have a micro switch to activate the
blower only when they are opened.
Back up e-prom and memory. If the power is going to be going out the
lithium
battery holds the memory of what functions are on before the power goes out
and
turns those functions on again when the power resumes. i.e. the
circulation
blower.
The PLC is on a swivel arm and can be read by the user of the glove box
while
in the gloves. This is absolutely necessary since when we are opening the
antechamber we can observe any increase in H20 that may destroy the
reactions
within the glovebox.
The PLC also has function buttons right on the controller. This means we
can
turn on and off circulation with the touch of one button when a spike of
room
air enters the glovebox.
Waterproof foot pedals are necessary in case of a spill or flood in the lab
to
eliminate the chance of an electric shock to the user and the glovebox. If
a
glovebox has an electrical shock from water it can burn the pressure sensor

causing a glove to blow off thus exposing highly sensitive chemicals to the

room atmosphere in which they can burn.
Protective relays- relays that will break if any motorized component is not

maintained properly. i.e. blower, vacuum pump, etc. The protective relay
will
break if to many amps are drawn to help in the elimination of expensive
components breaking due to improper maintenance. For example if the dust
filters were not changed the blower will draw more amps then normal and
blow
the breaker before the blower dies for good.
Glove ports are of a solvent resistant Teflon based material where other
manufacturers use Aluminum, which may corrode, with solvent use.
Antechambers are stainless steel and not aluminum.
Burkert gas valves are made with Teflon plungers.
Vacuum pump is 10 cfm standard. A strong vacuum pump is necessary to go
through
the antechamber faster and perform regenerations that are much more
effective
both of the result in more research time for my group.
Safety system through the PLC does not allow the user to make mistakes such
as
starting a regeneration while circulating. The user will get an "unlogic
condition" message. Also factory set pressure alarms so a glove does not
implode or explode.

DIRECTED

The provisions at 52.212-2 Evaluation Commercial Items (JAN 1999) does
not
apply to this acquisition. Instead, the following information will be used
for
evaluation of offerors: An award shall be made to the responsible offeror
submitting a technically acceptable quote and offering the lowest evaluated

price. Evaluation is based on best value including cost and ability to
meet
stated requirements above. Offerors shall submit descriptive literature
and
drawings detailing features, technical capabilities and warranty data.
Technical acceptability will be determined solely on the content and merit
of
the information submitted response to this provision as it compares to the
minimum characteristics provided above. Therefore, it is essential that
offerors provide sufficient technical literature, documentation, etc., in
order
for the Government evaluation team to make an adequate technical assessment
of
the quote as meeting technical acceptability. Price shall be the deciding
factor among technically acceptable quotes. All interested firms must
respond
to DE-RQ26-08NT000682 by 05:30 P.M. EST, JUNE 30, 2008. The North American

Industry Classification (NIAC) is 334516. ALL INTERESTED PARTIES SHALL
SUBMIT
OFFERS WITH THE FOLLOWING INFORMATION: Federal Tax Identification (TIN);
Dun &;
Bradstreet Number (DUNS); and remit to address if different. A Firm Fixed
Priced Purchase Order shall be issued using the Simplified Acquisition
Procedures FAR Part 13. This Request for Quotation (RFQ) is totally
set-aside
for Small Business. . Quotes may be faxed to Mr. Robert Mohn, at
