The George C. Marshall European Center for Security Studies, Partner Language Training Center Europe (PLTCE) in Garmisch-Partenkirchen, Germany has a requirement for 3experienced English as a Foreign Language (EFL) instructors. The mission of PLTCE includes providing language training to international students. Instruction includes general language instruction at all proficiency levels and language for specific purposes instruction. The Contractor shall provide the necessary non-personal services to develop course materials, conduct classes, and provide other instructional work to improve the language proficiency of students at PLTCE. The Contractor shall provide up to 35 hours of language instruction or other instructional services a week, for as many as 7 contact hours a day. The Contractor shall provide a minimum of 33 weeks of EFL instruction services per year. Services may include conducting EFL instruction for the Program in Advanced Security Studies (PASS) and/or other shorter courses and assisting with testing and student placement.


The anticipated base period of performance is 1 January 2009 through 31 December 2009 plus two one-year option periods from 01 January 2010 through 31 December 2010 and 01 January 2011 through 31 December 2011.


This acquisition will use a trade-off analysis to make a best value award decision. The Government will extend as many as three offers resulting from this request for quote to the responsible contractor(s) whose quote(s), conforming to the request for quote, will be most advantageous to the Government. Quotes will be evaluated based on the stated evaluation factors. The proposed evaluation factors are (1) English Language Proficiency, (2) Education, (3) Experience ((3.1.) Teaching Experience, (3.2) Working in a Government or Military Environment, (3.3) Development of ESL/EFL/ESP/ESP Materials), (4) Past Performance, and (5) Price. Factor (1) is anticipated to be a pass/fail factor. To be considered further, the contractor must receive a pass rating for Factor 1. Education, experience, and past performance are anticipated to be of equal importance. Experience sub-factor 2 is anticipated to be less important than sub-factor 3. When combined, sub-factors 2 and 3 are anticipated to be of equal importance to sub-factor 1. Education, experience, and past performance, when combined, are anticipated to be significantly more important than price.


All prospective contractors must be registered in Dun and Bradstreet (D&B); and the Central Contractor Registration (CCR) database prior to award of a contract. Foreign companies or individuals must first obtain a North Atlantic Treaty Organization (NATO) CAGE (NCAGE) code at http://www.ccr.gov/International.aspx. The request for quote (RFQ) will be released on or about 29 September 2008 with a closing date on or about 17 October 2008.
