The Federal Bureau of Prisons is seeking quotes from sources having the ability to provide community-based outpatient substance abuse treatment services in Tupelo, Mississippi. Services are for Federal offenders (inmates) held under the authority of various United States Statutes. The contractor shall be located within a five (5) mile radius of the Tupelo Residential Reentry Center, located at 630 A & D Street, Tupelo, Mississippi, 38801. The services required for this contract include:



Base Year (10/01/08 - 09/30/09): Estimated number of inmates 35: Intake Assessments (one per inmate) for 10 inmates = 10 assessments; Individual Counseling Sessions (30 minutes = 1 unit), 24 units per 35 inmates = 840 units; Group Counseling Sessions (30 minutes = 1 unit) 72 units per 35 inmates = 2,520 units; Family Counseling (30 minutes = 1 unit), 12 units per 6 inmates = 72 units; Mental Health Intake Assessment and Report = 1 per 15 inmates = 15 reports; Medication Monitoring 25 each; Psychiatric Evaluation and Report 1 per 25 inmates = 25 reports; Intensive Outpatient Counseling (30 minutes = 1 unit), 12 units per 6 inmates = 72 units; Mental Health Individual Counseling (30 minutes = 1 unit), 12 units per 25 inmates = 300 units; Mental Health Group Counseling (30 minutes = 1 unit), 12 units per 25 inmates = 300 units .



Option Year 1 (10/01/09 - 09/30/10): Estimated number of inmates 37: Intake Assessments (one per inmate) for 12 inmates = 12 assessments; Individual Counseling Sessions (30 minutes = 1 unit), 24 units per 37 inmates = 888 units; Group Counseling Sessions (30 minutes = 1 unit) 72 units per 37 inmates = 2,664 units; Family Counseling (30 minutes = 1 unit), 12 units per 6 inmates = 72 units; Mental Health Intake Assessment and Report = 1 per 15 inmates = 15 reports; Medication Monitoring 25 each; Psychiatric Evaluation and Report 1 per 25 inmates = 25 reports; Intensive Outpatient Counseling (30 minutes = 1 unit), 12 units per 6 inmates = 72 units; Mental Health Individual Counseling (30 minutes = 1 unit), 12 units per 25 inmates = 300 units; Mental Health Group Counseling (30 minutes = 1 unit), 12 units per 25 inmates = 300 units .

Option Year 3 (10/01/11 - 09/30/12): Estimated number of inmates 42: Intake Assessments (one per inmate) for 16 inmates = 16 assessments; Individual Counseling Sessions (30 minutes = 1 unit), 24 units per 42 inmates = 1,008 units; Group Counseling Sessions (30 minutes = 1 unit) 72 units per 42 inmates = 3,024 units; Family Counseling (30 minutes = 1 unit), 12 units per 6 inmates = 72 units; Mental Health Intake Assessment and Report = 1 per 15 inmates = 15 reports; Medication Monitoring 30 each; Psychiatric Evaluation and Report 1 per 30 inmates = 30 reports; Intensive Outpatient Counseling (30 minutes = 1 unit), 12 units per 6 inmates = 72 units; Mental Health Individual Counseling (30 minutes = 1 unit), 12 units per 30 inmates = 360 units; Mental Health Group Counseling (30 minutes = 1 unit), 12 units per 30 inmates = 360 units .



Option Year 4 (10/01/12 - 09/30/13): Estimated number of inmates 45: Intake Assessments (one per inmate) for 16 inmates = 16 assessments; Individual Counseling Sessions (30 minutes = 1 unit), 24 units per 45 inmates = 1,080 units; Group Counseling Sessions (30 minutes = 1 unit) 72 units per 45 inmates = 3,240 units; Family Counseling (30 minutes = 1 unit), 12 units per 6 inmates = 72 units; Mental Health Intake Assessment and Report = 1 per 15 inmates = 15 reports; Medication Monitoring 35 each; Psychiatric Evaluation and Report 1 per 35 inmates = 35 reports; Intensive Outpatient Counseling (30 minutes = 1 unit), 12 units per 6 inmates = 72 units; Mental Health Individual Counseling (30 minutes = 1 unit), 12 units per 35 inmates = 420 units; Mental Health Group Counseling (30 minutes = 1 unit), 12 units per 30 inmates = 420 units .



Treatment facility must meet Mississippi Department of Health and Hospitals Office of Addictive Disorders licensing requirements. Individual practitioners must meet State of Mississippi license/certification requirements.



Note: Mental Health Intake Assessments and Reports & Medication Monitoring may be subcontracted out.



The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Statement of Work dated May 2007. The request for quotation will be available on or after June 2, 2008 and will be distributed solely through the General Services Administrations Federal Business Opportunities web site http://www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about July 2, 2008.



Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. The BOP anticipates awarding a firm-fixed price contract. All responsible businesses may submit a quote which will be considered by this agency.
