The Federal Bureau of Prisons is seeking quotes from sources having the ability to provide community-based outpatient substance abuse treatment services within Detroit, MI, defined as follows: The contractor shall be located within five miles (in any direction) from the location where the federal offenders are housed. Local bus transportation that provides direct service for the drug abuse treatment services for Federal offenders is acceptable. The location of the housing facility is 3875 Lillibridge Street, Detroit, MI, 48214.

The anticipated period of performance is January 1, 2009 to December 31, 2009 if all option years are exercised. Performance period consists of a one-year base period and four (4) one-year option periods. The services required for this contract include:

Base Year: Estimated Number of Inmates 70
Intake Assessments (one per inmate) for 7 inmates = 7 assessments; Individual Counseling Sessions (30 minutes = 1 unit) 48 units (per inmate) x 70 = 3,360 units; Group Counseling Sessions (30 minutes = 1 unit) 72 units (per inmate) x 70 = 5,040 units; Family Counseling Sessions (30 minutes = 1 unit) 16 units x 7 = 112 units; Family Group Counseling Sessions (30 minutes = 1 unit) 16 units x 7 = 112 units; Psychological Testing & Report (one per inmate) for 7 inmates = 7 reports; Medication Monitoring (one visit includes any and all medication administered by the provider during a 24 hour period or clinical visit) 1 visit x 7 = 7 visits; Intensive Outpatient Counseling (30 minutes = 1 unit) 6 units (per inmate) per week x 4 = 96 units; Short-term Residential Treatment 90 days (per inmate) x 4 = 360 days; ; Mental Health Individual 48 units (per inmate) x 7 = 336 units; Mental Health Group 72 units (per inmate) x 7 = 504 units; Therapeutic Community Treatment 180 days (per inmate) x 4 = 720 days; Psychological Eval & Report 1 (per inmate) x 7 = 7 reports; Psychiatric Eval & Report 1 (per inmate) x 7 = 7 reports;

Note: The following mental health services may be provided by the contractor or sub-contracted to another contractor: Intensive Outpatient Counseling, Therapeutic Community Treatment, Mental Health Intake Assessment & Report, Medication Monitoring, Psycho tropic Medication, Short-term Residential Treatment, Psychological Evaluation or Psychiatric Evaluation/Report.

The services shall be in accordance with the Federal Bureau of Prisons Community Transitional Drug Abuse Treatment (TDAT) and Mental Health Treatment Statement of Work, dated May 2007. The request for quotation will be available on or after July 11, 2008 and will be distributed solely through the General Services Administrations Federal Business Opportunities web site http://www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about August 11, 2008.

Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. This requirement is 100% set-aside for small business concerns. The BOP anticipates awarding a firm-fixed price contract. All responsible businesses may submit a quote which will be considered by this agency.
