Description
This is a combined/synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in the notice.     This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.     The solicitation reference number is F3Z0458010AV01; this solicitation is a request for quotation.       This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular     (FAC) 2005-23 and Defense DCN 20080110.     The associated Standard Classification (SIC) is 8661.     The North American Industry Classification System is 813110 and the business size standard is $6.5 M.       The Federal Supply Class (FSC) is G002. This solicitation is 100% small business set aside.     The government intends to solicit and award this purchase order for the following item:     CLIN 0001:     Services, nonpersonal:     Contractor will furnish all labor, tools, materials, transportation to support a part-time position for the Catholic Parish Coordinator.     The Catholic Parish Coordinator?s duties will require working closely with, but not limited to the Catholic chaplains, chapel staff, catholic religious education (R.E) coordinator, lay volunteers, parishioners, and members of the Catholic Pastoral Advisory Council (C-PAC).     The Catholic Parish Coordinator will coordinate their work schedule with the Catholic Chaplain. Work will be in accordance with the attached Statement of Work.     Performance Period is on or about 1 Feb 2008 through 30 Sep 2008.     Contractor will provide a total of 20 hours in the office Monday through Friday between 0730 and 1630 and individual may be required to work up to 10 additional hours in the evenings and weekends.

This request for quotation consists of the following items:    
Item 0001: Qty, 8 Months- To provide services as Catholic Parish Coordinator at TRAVIS AFB, CA, 94535 as described in the STATEMENT OF WORK ? see attachment.
Offeror must quote cost per month.

STATEMENT OF WORK
     Statement of Work
Catholic Parish Coordinator

1 February 2008 - September 30, 2008

A.     Overall Position Description:     The contractor shall provide all the labor to support a part-time position for the Catholic Parish Coordinator.     The Catholic Parish Coordinator?s duties will require working closely with, but not limited to, the Catholic chaplains, chapel staff, Catholic Religious Education (R.E) coordinator, lay volunteers, parishioners, and members of the Catholic Pastoral Advisory Council (C-PAC).     The Catholic Parish Coordinator will coordinate their work schedule with the Catholic Chaplain.

B.     Specific Responsibilities:    

1. Coordinate the following programs and activities:
              - Weddings
              - Baptisms
              - Parish Liturgies
             
2. Assist parishioners in retrieving sacramental documents, and other parish-related issues.

3. Assist with the implementation of parish registration policies and procedures.

4. Coordinate all facility, administrative support, and fund requests with chapel administrative staff and/or appropriate personnel.

5. Provide training of Extraordinary Ministers of the Eucharist for this leadership role.

6. In coordination with the PAC and the Catholic chaplain, develop and print annual parish calendar by 30 September for distribution and implementation 1 October

7.     In coordination with the PAC and the Catholic chaplain, develop a Chaplain Tithes and Offerings fund budget to implement the annual parish calendar by 1 July for approval by the Wing Chaplain; budget will take effect 1 October of the following fiscal year.

8. Ensure the gathering, printing and distribution of schedules and programs for various liturgical ministries, and other parish activities on a monthly basis.

9. Maintain and update parish records and files.

10. Prepare weekly bulletins.     Coordinate the gathering of bulletin information with, but not limited to, Catholic chaplain, Religious Education coordinator, program coordinators, music coordinators, chapel staff, and parishioners.

11. Ensure vestments are cleaned twice per year and liturgical linens on a weekly basis.    

12. Coordinate with appropriate agencies (e.g., R.E.) for guest speakers for ongoing parish enrichment and catechesis as needed.

13. Schedule and attend meetings including, but not limited to:     Parish Advisory Council, Liturgy, and Chapel Staff Meetings.

14. Ensure proper registration of parishioners
       1.) Maintain ongoing supply of offering (collection) envelopes.
       2.) Ensure accurate and secure recording of envelopes contributions
      
15. Conduct the preliminary interview process with couples preparing for marriage; assist them in filling out all necessary documents and procuring necessary Sacrament certificates. Assist couples in making the selections for their Liturgical Celebration.

16. Assist individuals with applications for the Annulment process, pre-marriage, and baptisms.

17.     Periodically, performs Project Officer Duties to support Catholic Programs.     Also assists in identifying key lay volunteers who need training in this area.    

C.     Qualifications:    

1. Contractor must possess sufficient knowledge of the Catholic faith to execute the duties of a Catholic Parish Coordinator.    

2. Familiarity with word processing such as Microsoft Office and Microsoft Office Publisher and database computer software, such as Microsoft Access, with a willingness to learn new programs.    

3. Must be able to work in a pluralistic environment.

D. Additional Qualifications (Preferred):

1. Previous experience as a Parish Coordinator, Religious Education Coordinator or Religious Education Programs, Parish Liturgist or similar ministries.

2. One year active membership at St. Michael Catholic Community.

E. Duty Hours:     Contractor will provide a total of 20 hours in the office Monday through Friday between 0730 and 1630.     Individual may be required to work up to 10 additional hours in the evenings and weekends.

F. Place of Performance:     Chapel Center, Bldg 7766.

G. Government Furnished Equipment:     The chapel will provide a computer, telephone, and office supplies.

H. Government Furnished Facilities:     The chapel will provide office space for performance of job requirements.

I.     Base Support:     The BITS mailing system may be used to mail out calendars and ministry schedules to volunteers/parishioners.     Any publicity requirements will be passed on to the chapel publicity monitor.    

J.     Force Protection:     Contractor will submit to a base background check and cannot be contracted until such background check is completed with positive results.     Base access will be given once the contract is awarded.     Contractor will need a CAC card in order to use a government computer.    

K. Period of Performance:     The contractor shall provide the above services from 1 Feb through 30 Sep 2008.
