Open Competition Combined Synopsis/Solicitation F1S0AK8102BT01 This is a combined synopsis/solicitation for commercial service prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-25 and DFARs Change Notice (DCN) 2008-03-31. NAICS is 611430 with a small business size standard of $6,500,000.00 annual revenue. Solicitation is for commercial purchase. AFFTC/PK, Edwards Air Force Base, CA is seeking sources capable of providing the following service: (2 Ea.) 5 day Academic Courses in how to become a Flight Test Program Manager REQUIREMENTS: 1. The objective of the training is to provide an academically rigorous course to train, new accession Government Civilian and Military engineers, to take on the roles of operations engineers in all of the Flight Test Squadrons. 2. These courses will provide the students with a fundamental understanding of the performance flight qualities, and all aspects of avionics evaluations. Avionics are becoming more complex and more critical with each new aircraft we test at Edwards Air Force Base. The basic course must contain concentrated instruction in such topics as air data properties and measurement, air data calculation methods, stall testing, aircraft stability testing, and thrust drag accounting. The second level course includes the regulations governing aircraft performance, instrumentation for flutter testing, aerodynamic conditions for dynamic equilibrium, emergency recovery devices, and planning for efficiency in data collection. 3. Performance will be monitored by the Senior Flight Test Engineer of the 412th Operations Group. She will review the course materials and will conduct a third course of training that will include a check of the progress of the students. 4. The Government will provide class rooms in Building 2750 or at the Base Education Center at Edwards Air Force Base CA. The rooms will be equipped with Personal Computers and projectors for use by the course instructors. 5. Courses must be held 0800 1600 Monday thru Thursday and 0800-1400 on Friday. There will be an hour lunch each day and appropriate breaks. Instructors will be required to furnish all course materials to include course notebook, textbook, and visual materials. Instructors will pay the cost of traveling to and from Edwards Air Force Base. Instructors will pay for their food and lodging costs. No flying will be provided for the students or instructors. 6.
