Synopsis:

This is a Pre-Solicitation Notice: The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection & Quarantine (PPQ) intends to acquire general construction services to provide fire alarm, fire suppression and electrical corrections for approximately nineteen (19) buildings at the Moore Air Base Facility, Mission, Texas as identified in the design documents (to be provided with the solicitation). The general construction work includes but is not limited to life safety and electrical corrections, such as fire alarm, fire suppression, emergency lighting, exit signage, new service panels, new transformers, electrical panel corrections, lightning arrestors, transfer switch feeder routing and aerial power lines(s) and transformer(s) removal. The contractor shall provide all professional services necessary for the accomplishment of the contract as shall be provided in the statement of work (SOW) to be included in the posted solicitation. All work is to be done in accordance with the statement of work, plans (drawings), specifications and required rules, regulations, standards, codes, ordinances and laws of the Local, State and Federal Government with legal jurisdiction over the site. The Government will provide drawings and specifications of the proposed construction. A single award will be made for this requirement. All effort shall be accomplished within approximately nine (9) months (two hundred and seventy-one calendar days (271)) after award and the issuance of the notice to proceed. This procurement is a Full and Open Competition after Exclusion of Sources Requirement. It is a Competitive 8(a) Set Aside for 8(a) contractors. This requirement is to be awarded as a fixed price contract. The estimated construction cost is between $250,000 and $500,000. The solicitation will be available on this website: www.FedBizOpps.gov on or about April 17, 2008. The solicitation #AG-32KW-S-08-0019 is to be affixed to all documents submitted in reference to this requirement. All work is to comply with the applicable local, State and Federal codes/regulations/laws and is subject to Davis-Bacon wage rates. The specifics for availability of the specifications and drawings will be reflected in the posted solicitation document (Request for Proposals) which is anticipated to be released on or about April 17, 2008. The NAICs for this procurement is 238210 ($13.0 million). All responsible sources (8 (a) contractors) may submit an offer which will be considered. Proposals will be due no later than 5:00 p.m. local time (state of Maryland) on May 27, 2008.

This extension is required so that a clarification(s) can be posted for this project. The clarification(s) will be posted in a follow-on amendment to the solicitation, which will also be posted to this website. If your proposal has already been submitted, you may revise your proposal and submit the revision to the procurement office in Riverdale by the new closing date.
