This acquisition is a "Brand Name or Equal" purchase of a COTS (Commercial off-the-shelf) Financial Reporting and Analytics software package(s) and tool(s) for the specification, presentation and analysis of financial data in current and future business applications for TMA (TRICARE Management Activity) - Aurora. These packages are commonly termed "Financial Business Intelligence" packages.
COTS Financial Reporting and Analytics software packages provide pre-built data schemas, metadata, and application reports for standard budget, financial, and accounting analysis, using trending, dashboarding, and eventing to aid in financial decision making. The tool set provides a GUI (graphical user interface) to enable customization and low-cost deployments of the reports to a production environment.
These tools will support TMA staff, contractors, and other external users to review financial data based upon roles-based security, in tabular and graphical formats. The reports will facilitate decision making and reduce custom requests to provide financial decision-making data.
TRICARE Management Activity is a Government organization and is exempt from Federal taxes. If the software/tool and maintenance is available via your GSA Schedule, please identify your GSA Schedule Number, ordering terms and conditions, period of performance and include the pricing sheet from your GSA Schedule, which identified the software/tool and maintenance in your response. Please note that if your firm has a GSA schedule your pricing can be lower than the listed GSA price, but it cannot exceed the amount stated in your GSA schedule to receive award consideration.
If you are quoting "open market", please identify the items that are "open market", complete the attached Representations and Certifications and include it with your response. The attached terms and conditions are applicable for all "open market" items.
Identify additional discounts separately. Submit your pricing on the format provided. DO NOT modify the format or submit your priced quote on an alternate format.

SUBMISSION OF QUOTATION: Quotations shall be delivered to Brenda L. Agner at TRICARE Management Activity, 16401 East Centretech Parkway, Aurora, Colorado 80011-9066, no later than 1:00 P.M. Mountain Time, August 7, 2008. The envelope containing your quotation must be clearly identified with the quotation number H94002-08-Q-0025 and the requirement name of COTS Financial Reporting and Analytics Software Package and Tool and Maintenance.
In addition to your priced quote you will need to also include a technical quote and all information that has been requested in the specifications.
Quotations received after the date and time stated above may be rejected.
All emails and correspondence relating to this request for quotation shall clearly display Solicitation Number H94002-08-Q-0025.
