The Federal Railroad Administration intends to issue a solicitation for a multiple award IDIQ task order contract for financial assessment services to assist in determining the creditworthiness of Railroad Rehabilitation Improvment Financing (RRIF) loan applicants. Task orders will be compeitively awarded using individual statements of work. The services to be provided by the contractor may include, but are not necessarily limited to one or more of the following:
Evaluate the economic soundness of the project and creditworthiness of the applicant for credit assistance. This evaluation will include analyzing (1) the financial viability of the project, including the plan of finance (capitalization plan) and its assumptions; (2) the financial condition of the borrower and other relevant parties, (e.g. guarantors) (3) the past performance and likely future ability to meet all repayment obligations, and (4) project risks, including reasonableness of the applicant's revenue and expense forecasts, project schedule, and project costs. In the past FRA has utilized a contracting vehicle through another mode of Department of Transportation and now intends to award for it's own use. The period of performance for the contract(s) will include a 12-month base year plus four (1) year option periods. FRA anticipates issuance of the solicitation on or before May 6, 2008. This solicitation will be issued electronically on the Federal Business Opportunities website www.fbo.gov and will be set aside for small business only. Interested sources may submit a written request to be placed on the mailing list to be notified once the when the solicitation has been released. Firms may email their requests to Tracey.Cross@dot.gov. No telephone requests for the solicitation package will be accepted.

This solicitation is modified to incorporate commercial clauses 52.212-3 and 52.212-5 and changes the solicitation page from the SF 1449 to the SF 33. All other terms and conditions remain the same.

This amendment corrects the address in block 7 on the SF 33 and the delivery location on page 2 Optional Form 336 of this solicitation. The location of the Federal Railroad Administration and the address for submission of proposals is:
