THIS PROCUREMENT IS A TOTAL SMALL BUSINESS SET-ASIDE. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), has a requirement for DRYDOCK repairs to be performed at successful contractor's facility. The performance period will be 77 calendar days with a start date on September 15, 2008 and ending on December 1, 2008. The NOAA Ship VICTOR LOOSANOFF is 49'10" with 17 fOOt beam (molded); Draft - Design of 5'6", and Displacement 38 LT. Vessel's homeport is Milford, CT.

All work shall be performed in accordance with detailed specifications and referenced NOAA Standard Specifications to be provided with the solicitation. Vessel will be available for inspection at Northeast Fisheries Science Center, Milford Laboratory, 212 Rogers Avenue, Milford, CT. Contact Bob Alix at 203-882-6532 to schedule a vessel inspection.
Copies of the solicitation will only be posted to www.fbo.gov. The RFQ posting will appear on or about July 16, 2008. Quotes will be due about 15 August 2008 at 12:00pm local time. Anticipated award date is 2 September 2008. The Government intends to award a firm-fixed price contract utilizing simplified acquisition procedures outlined in FAR 12 and 13. Evaluation criteria is anticipated as follows: i) Contractor's Drydocking Certification, ii) Foreseeable Cost Factors, iii) Past Performance, iv) Price. All responsible sources may submit a quote, which shall be considered by the agency. All potential vendors are encouraged to register as an Interested Vendor in FEDBIZOPPS. It is incumbent upon vendors to monitor FEDBIZOPPS for the release of the solicitation, specification, drawings, and all subsequent amendments. Vendors must be registered with the Central Contractor Registration (CCR) at www.ccr.gov under the applicable NAICS code - 336611 (size standard 1,000).
