FUMIGATION SERVICES AT
OCEAN PARK APARTMENTS and KINGS ROAD APARTMENTS
(IFB NO. CDC08-581)

Notice is hereby given that sealed bids will be received by the Housing Authority of the County of Los Angeles (Housing Authority), until, October 1, 2008 at 11:00 A.M. for the fumigation of dry wood termites and treatment for subterranean termites at Ocean Park Apartments located in Santa Monica, CA and Kings Road Apartments located at 800-801 N. Kings Road, West Hollywood, CA 90069. Qualified Contractors shall be licensed, bonded and insured to provide fumigation services for buildings of the same size and scope. Contractors will furnish any required permits, transportation fees and all labor, products and materials, and equipment, to perform all necessary and incidental work in accordance with the Housing Authority s statement of work and contract documents. The Housing Authority will award two contracts one for each location to the lowest responsive, responsible bidders per site.

MANDATORY pre-bid conferences and site walks will be conducted on, September 16, 2008, at 10:00 a.m. at Ocean Park Apartments, 175 Ocean Park Blvd., Santa Monica CA 90405; and on September 17, 2008 at 10:00 a.m. at King Road Apartments located at 800-801 N. Kings Road, West Hollywood, CA 90069. Contractors are responsible for verifying site and building conditions prior to submitting their bids.

Bidders shall provide an original and copy of their bid, which shall be delivered and addressed to:

All Proposals shall be labeled Fumigation Services at Ocean Park Apartments, IFB No. CDC08-581 October 1, 2008 . Any Bidder who wishes their Bid to be considered is responsible for ensuring that their Bid is received in the Housing Management Division by 11:00 A.M. on October 1, 2008. No oral, telegraphic, electronic, facsimile, or telephonic Proposals or modifications will be considered unless specified. Proposals received after the scheduled deadline will be returned unopened. Bidders who, upon request, receive the request for Proposal package and do not wish to submit a Proposal should reply with a letter of No Proposal by the deadline indicated above.

Copies of the Bid package, detailing the contracting submission and evaluation criteria requirements, will be available on August 28, 2008 at 1:00 p.m. and may be examined and obtained at no charge at the Housing Authority, Housing Management Division, 2 Coral Circle, Monterey Park, CA 91755-7425. Proposal packages may be downloaded by going to www.lacdc.org clicking on Doing Business with Us, then clicking View Open Solicitations and then follow the prompts.

In submitting a bid, each Bidder thereby agrees, that if it is awarded a contract, it shall execute a standard Housing Authority contract, of which a sample will be included in the IFB package. The Housing Authority shall not award a contract to, or be obligated to execute a contract with, any Bidder who refuses to execute said standard Housing Authority contract.

This is a HUD Section 3 Contract and all Bidders must commit to achieving Section 3 employment and/or contracting goals to be considered a Section 3 responsive Bidder. A Bidder who is not responsive to Section 3 requirements shall be considered a non-responsive Bidder in this IFB.

The Housing Authority reserves the right to reject any and all Bids. This Invitation for Bids is not a contract or commitment of any kind. The Housing Authority is not liable for costs incurred in the preparation of the respondent s Bid. It reserves the right to issue supplementary information or guidelines related to this IFB. Notwithstanding any other provisions herein, the Housing Authority reserves the right in its sole discretion to waive minor technical deficiencies in the Proposals. In accordance with the Civil Rights Act of 1964, Americans with Disabilities Act of 1990, Age Discrimination Act of 1975 and Section 504 of the Rehabilitation Act of 1973, it is the policy of the Housing Authority to assure equal opportunity to all persons, in the award and performance of any contract, without regard to race, color, sex, religion, national origin, ancestry, age, marital status, or disability.
