Contractor is to furnish fresh, shell-protected eggs for commissaries located in the West Region for Defense Commissary Agency. The commissaries require various quantities of jumbo, extra large, large, medium fresh, shell-protected eggs in white and brown. The West Region includes the following states: Grand Forks, Minot, Ellsworth, Fairchild, Malmstrom, Mountain Home, Bangor NSB, Bremerton, Fort Lewis, McChord, Whidbey Island, Smokey Point, Barstow, Camp Pendleton, China Lakes, Edwards, Port Hueneme, San Onofre, Vandenberg, Miramar, San Diego, North Island, Nellis, Fort Irwin, Imperial Beach, Los Angeles, March AFB CA, 29 Palm, Davis-Monthan, Fort Huachuca, Luke, Yuma PG, Yuma MCAS, El Centro, Beale AFB, McClellan AFB, Travis AFB, Moffett Field, Fort Ord, Lemoore NAS, Fort Hunter-Liggett, Fallon, Hills, Dugway, Barbers Point, Hickam, Kaneohe Bay, Pearl Harbor, Schofield Barracks, Anchorage Area, Eielson, Fort Greely and Fort Wainwright. For the purpose of this solicitation, the 53 commissaries in this region are grouped geographically into nine groups that will be specified in the solicitation.
A single solicitation containing the nine geographical groupings will be issued. Each group will be independently evaluated and awarded on an "all or none" basis. The Government will award one or more contracts resulting from this solicitation based on evaluation using the best value, lowest-priced, technically acceptable procedures. An Indefinite-Delivery Requirements Type contract is contemplated with Firm Fixed Priced special factor that will adjust the unit price weekly based on the market index. The NAICS code is 112310 for this requirement with a size standard of $11.5M in average annual gross revenue for the last three fiscal years. The period of performance shall commence approximately 30 days after notification of contract award (or a date specified by the Contracting Officer) for a base period of 24 consecutive months plus three 12-month option periods. This solicitation will be issued on an UNRESTRICTED basis. All offers from large business firms must submit an acceptable subcontracting plan with their offer. Offers received from large businesses without an acceptable plan will not be considered for award. A vendor stocker is required for this solicitation. The Request for Proposal will be released on or about January 10, 2008.
The estimated annual quantities of the variety of eggs by groups are as follows: Group 1 - 124,531; Group 2 -186,709; Group 3 - 882,361; Group 4 - 710,228; Group 5 - 403,708; Group 6 - 287,903; Group 7 - 101,000; Group 8 - 821,182; Group 9 - 216,656. The required delivery schedule is 7 days from the order date.
