NASA/GSFC has a requirement for FRED software that includes the following:1. Product No. FRDAM111-U Upgrade to FRED Turbo-Network. (Qty: 1) 2. Product No. FRDAM201-U Upgrade to FRED Turbo Network Tech Support & Updates Tech Support on Current License of FRED Networkto FRED Turbo Network from 08/01/2008 to 12/31/2008.(Qty: 1)3. Product No. FRDAM211 FRED Turbo Network Optical Engineering Software Software on CD-ROM, a choice of a NetworkParallel Or Network USB hardware key and 90 days technical Support and updates from 08/01/2008 to10/31/2008. (Qty: 2)4. Product No. FRDAM201 FRED Turbo Network Technical Support & Updates 12 months of support/maintenance-technicalassistance and Software updates from 11/01/2008 to 10/31/2009.(Qty: 2)NASA/GSFC intends to purchase the items from Photon Engineering because there are noother vendors provide this software.The Government intends to acquire a commercial item using FAR Part 12.DO Rating is DO-C9. The synopsis shall not be construed as a commitment by theGovernment, nor will the Government pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 3:00 p.m. local timeon August 1, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications ARE NOT acceptable in response to this notice.All contractual and technical questions must be submitted in writing via e-mail toRogenia.M.Burton-Penderga@nasa.gov no later than July 23, 2008 or via facsimile at301-286-1720.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
