A Request for Proposal(RFP) will be issued on an unrestricted basis with Other than Full and Open Competition under 10 USC 2304(c)(1), Unrestricted Procurement. Purchase Request 0017746366 authorizes this procurement. Contract type is a Firm-Fixed Price type contract. This item is currently sole source to Bell Helicopter, CAGE: 97499, NSN 1560-01-175-3935, FRAME ASSEMBLY, ACFT. SEAT, in accordance with P/N 212-070-700-17. Specifications, plans, or drawings relating to the procurement are not available and cannot be furnished by the Government. This solicitation is for a total quantity of 14 EA. The solicitation terms include FOB Origin, Inspection/Acceptance Origin. The delivery location for this procurement is New Cumberland, PA and Tracy, CA and the delivery requested is 189 days. Configuration control applies. This requirement is for DLA Direct. This item is a non-commercial item. This is a Navy Critical Safety Item. Any firm requesting a copy of this RFP will be provided a copy. Progress payments may not be authorized for this procurement. ABVS will be included in the solicitation and will be used as a evaluation factor. The ABVS provisions are self-deleting if only one offer is received or ABVS is otherwise not applicable to the evaluation process. Cost and Pricing Data and Small Business Subcontracting Plan are not required as the requested quantity dollar value does not exceed the threshold. It is anticipated that this solicitation will result in a delivery order against an existing Basic Ordering Agreement (BOA). The solicitation issue date is Jul 30th, 2008. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation. End Item is the UH-1N.
