Sources Sought Notice:
The Air Force Flight Test Center (AFFTC), Edwards Air Force Base, CA is seeking potential sources capable of providing world wide mission planning software and filing solution to 412th Flight Test Squadron, Speckled Trout Division. In addition, the requirement entails 20 percent physical service to be performed on this software acquisition to include: technical support and training. The software intuitively generates upgrades. An annual warranty is also required. The following listed items outline the requirements:
• Enhanced Flight Plans, Weather, and NOTAMS (for 2 Aircraft)
• Access to the Software Application Online through an Internet Service Provider.
• Unlimited Flight Planning, Text Weather, Graphic Weather, NOTAMS, on a 24-hour
• basis.
• Access to Flight Plans through Software Application Online
• 2 Copies of Contractor's 28-Day Cycle NavData for Online Software Application.
• Unlimited Use of All Customer Databases.
• Electronic Air Traffic Control Flight Plan Filing
• Unlimited Use of the Global Support and Control Center (GSCC) services.
Requirements contractor is to physically perform:
• Provide User Training for Online Software Solution or Software Application (not web based) at Edwards Air Force Base or Contractor Location (Figure1 Class per year, with up to 8 seats per class).
• 24 / 7 Technical Assistance
Any performance of maintenance must conform to Department of Labor Standards and Wages in place at this time, if applicable. Conformance with both domestic and foreign standards will provide the 412th Flight Test Squadron with the capability to meet both domestic and foreign customer requirements.
Please note that this synopsis is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Government. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide Software package is needed to maintain global mission schedules.
Firms responding to this synopsis must identify their company's capabilities to perform the requirements described herein, reference the synopsis number and indicate whether or not that they are a small or small disadvantaged business concern as defined in FAR 52.219-1. The NAICS code is 511210.
The information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to open competition, based on response to this sources sought synopsis, is solely within the discretion of the Air Force. The Government does not intend to pay for any information provided under this sources sought synopsis. It is anticipated that a Firm Fixed Price contract will be awarded in September 2008.
