| The First Coast Outer Beltway Project The Florida Department of Transportation, an agency of the State of Florida requests sealed submittal of Statements of Qualification from Proposers desiring to Develop, Design, Construct, Finance, Maintain, Operate and Toll the project. FDOT is seeking a private partner experienced in undertaking large transportation (road and bridge) infrastructure projects under a concession approach and who is willing to share risks. The successful Proposer must have proven ability to arrange and close financing on favorable terms. as well as a demonstrated skill in designing, building, managing and operating complex transportation (road and bridge) projects on behalf of public sector owners. The Project is a minimum four-lane limited access toll the St. Johns River in the vicinity of the existing SR 16 crossing (Shands Bridge) of the St Johns River to Inter- state 10 in Duval County. The Project is comprised of the St. Johns River Crossing segment in St. Johns and Clay Counties and the Branen Field-Chaffee Road segment in Clay and Duval Counties. The total length of the Project is approximately 46.5 miles.
