Description
The U.S. Coast Guard intends to procure SERVICES FOR FIRE PROTECTION AND LIFE SAFTEY COURSE. (SEE NOTE 22) This proposed procurement is for services for which the government intends to solicit and negotiate on a sole source basis to Wayne G. Carson associates INC.

SCOPE:      
           1.     OBJECTIVE;
    
                     The primary objective is to train Coast Guard personnel in the requirements the national fire protection association (NFPA1)     This course instructs safety and health and civil engineering personnel in the application of the uniform fire code.                          

2.       CONTENT;

Course consists of 1 instructor led training and student participation.


3.       PURPOSE;

To provide students with the technical knowledge and skills to successfully perform fire/ safety inspections and facility design functions applying the Uniform fire code (NEFPA1)
1-       This will enable students to evaluate Coast Guard Facilities compliance w/ meet five     standards and reduce risk of fire hazard.


               4. INSTRUCTOR (S) QUALIFICATIONS;

       Shall be qualified as a Fire Protection Engineer, Code consultant and qualified in the field of fire investigation. Instructors shall serve or have served on technical Code correlating committees for the National Fire Protection Association, and must have at least 5 years of training instruction experience.      

5. CURRICULUM SHOULD AT MINIMUM ADDRESS;
-Definitions; scope; alterations; Maintenance and testing
-Fire protection systems, Standpipes; sprinklers, fire extinguishers, alarm system.
-fire drills; fire lane; special out door event.
-Means of Egress; Occupancy fire safety, fire doors, interior finish, decorations.
-safeguards during construction / renovation.
-building services, electrical, HVAC, Emergency Power
-Flammable liquids general storage handling spray applications
-refueling and repair garages
-grandstands and tents



5.       INSTUCTORS WILL PROVIDE;
-Power point Disk
-training videos
-handout materials
-course training outline and test material
-training completion certificates for personnel completing course

6.       COASR GUARD TO PROVIDE:
Classroom training facility
Copies of NFPA1 and NFPA 101 manuals for each students

Note 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
