This requirement is Full and Open competition. This requirement is for
road and lawn maintenance along Government owned roads located on Catawba
Indian Reservation in South Carolina. Contractor MUST request a copy of
Solicitation RMS00080014 via fax to Ken Lloyd @ 615-564-6529 or by email
to kenneth.lloyd@bia.gov by 4:30 pm Central Standard Time on August 22,
2008. No telephone request will be accepted. Contractor shall be currently
register with the Central Contracting Registration (CCR). The contractor must be
bonded and will be required to submit a performance and payment bond. The
government intends to award as firm fixed priced for one base year with four
option periods. All work shall be performed in accordance with and meet all
South Carolina and DOT specification. The work to be performed is as follows:
(1). Machine Blade and Reshape unpaved surfaces and ditches which involves
blading, cutting down, reshaping, compacting, and hauling of built up material or
pulling ditches. This is done to restore a smooth stable surface and adequate
drainage. (2). Spot Patching with Bituminous Concrete which operation may be
for emergency, temporary or permanent patching of small areas of 14.8 miles of
Catawba Indian Reservations bituminous roads. It is carried out to correct
abrupt depressions, pot holes, edge failures, and other potential surface hazards.
Patching is done with hot or cold premixed bituminous material, using hand tools.
(3). Tractor Mowing, Hand Mowing and Brush/Tree Cutting of vegetation on
road sides, medians and interchanges is carried out using tractor driven mowers.
Mowing or trimming at areas inaccessible to tractor mowers is done using power
driven hand mowers. Cutting, trimming and removing brush and trees within the
right-of-way is conducted using power and hand tools. The purpose of this
operation is to maintain appearance and control impediments to visibility and
drainage. (4). Hand cleaning of ditches. This operation involves cleaning and
reshaping of roadside inlet and outlet ditches with hands. The work also includes
removing, hauling and disposing of excess material, restoring of grade line and
reshaping front and back slopes, where necessary to maintain adequate drainage.
(5). Cleaning of Minor Drainage Structures. The operation involves periodic
inspection, cleaning and removing of debris from pipe culverts, catch basins, inlet
and outlet ditches. The purpose of this operation is to maintain adequate
drainage.(6). 6. Repair/Replace Minor Drainage Structures. This activity involves
repair or replacement of damaged or deteriorated roadway or driveway culverts.
It also includes repairs to inlets, headwalls, aprons, and other drainage
appurtenances to maintain adequate drainage. (7). Snow Removal. This operation
involves plowing through the snow with plow/sanding truck on the roads after
snow fall. This is done to keep roads safe for driving. The government estimate is
less than $25000. This solicitation RFQ will not be published electronically. Only
hard copies will will issued to those contractors who request a copy by August
22, 2008. The Government is in no way obligated to do business with or to enter
into in any form of contract with any person, firm or other entity that receives this
inquiry.
