Description
SPECIAL NOTICE - The Bureau of Land Management intends to put out a Multiple Award, Indefinite Delivery - Indefinite Quantity solicitation in February 2008, for the workover of Helium Wells in the nation's helium storage field northwest of Amarillo, Texas.     These wells are located in the Cliffside Gas Field, fifteen miles northwest of Amarillo, Texas in Potter County, and are completed in the Brown Dolomite to depths ranging from 3,200 ft. to 3,800 ft. Flowing tubing pressures range up to 500 psig and shut in pressures of 600 psig are anticipated.     BLM anticipates there will be a requirement for approximately twenty-two well workovers over the next two years.     Workovers will range from pulling and replacement of downhole tubulars, to the need to cement squeeze and recomplete additional pay.     Since Multiple Indefinite Delivery - Indefinite Quantity Contract awards are anticipated, offerors will be encouraged to     bid on any or all items on the schedule.     The BLM intends to conduct a site visit as additional Market Research prior to finalizing and posting the Solicitation.       The site visit is scheduled for Wednesday, January 9, 2008, from 1 PM until 4 PM.     A high clearance vehicle is recommended for travel on the lease roads.     All potential bidders are strongly urged to attend.     Following the site visit, comments will be solicited for structuring the Statement of Work and Bid Schedule in a format conducive to fairly pricing and awarding the requirement.     It is the intent of the Bureau of Land Management to operate these wells in the most efficient manner possible, and wisely manage the helium reserves in its care for the benefit of the nation.     All parties interested in receiving a draft Statement of Work prior to the site inspection shall email their request, in writing, to elaine_flick@blm.gov.     All parties interested in participating in the site inspection shall contact Richard Reiman, BLM Engineer, at (806) 356-1056, a minimum of 5 business days prior to the site inspection to confirm their attendance and get directions to the site.     Any questions regarding this announcement may be directed to Elaine Flick, BLM Contracting Officer, at elaine_flick@blm.gov.
