Synopsis:

This is a pre-solicitation notice for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This procurement is not a small business set-aside; any responsible source may submit an offer. Synopsis will be follows. A separate written solicitation M67400-08-T-0194 will be issued as a Request for Quotation on or after 08 July 2008. In accordance with FAR Subpart 5.202(12). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23 and Defense Acquisition Circular 91-13. DPAS Rating is DO-S10. The North American Industrial Classification System coder is 517110, and the business size standard is NTE 5.5 million. THIS PROJECT WILL BE PERFORMED IN ITS ENTIRETY IN THE COUNTRY OF JAPAN, OKINAWA PREFECTURE. AWARDS CAN ONLY BE MADE TO FIRMS LICENSED TO OPERATE IN THE COUNTRY OF JAPAN. This procurement constitutes Item 0001, 0001AA, 0001AB, and 0001AC.
Required Items and Descriptions are as follows:
Item 0001: Flora and Fauna Survey The contractor shall conduct a flora and fauna survey and compile a report of findings for Kanna watershed in Central Training Area (CTA), Marine Corps installation Okinawa Japan in accordance with the Statement of Work, Attachment I. Locations: Marine Corps camps located Okinawa Japan.The contractor shall commence performance no later than 15 September 2008 and submit the final report by 14 September 2009. Item 0001AA: Initial Survey Report The Contractor shall produce and submit the initial report of the flora and fauna survey. Item 0001AB: Draft Survey Report The Contractor shall produce and submit the draft repot of the flora and fauna survey. Item 0001AC: Final Survey Report The Contractor shall produce and submit the final report of the flora and fauna survey. The Government intends to make a single award to the responsible offeror whose offer is most advantageous to the government considering price and other factors. The following Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply to this acquisition. Responsible Offerors must be active in the Central Contractor Registration in accordance with DFARS 252.204-7004 unless you qualify under an exemption. DUNS, TIN and CAGE Code must be written on submitted proposal. Solicitation will be available on or after 08 July 2008.
