Synopsis:

Sole Source Intent. Directorate of Contracting Yuma, Mission Installation Contracting
Command, Enterprise and Installation (E&I); Operations, Yuma Proving Ground, Arizona, (USAYPG) intends to negotiate a firm-fixed price contract on a sole source basis with Ericsson Federal Inc, 10500 Little Patuxent PKWY STE 400 Columbia, MD 21044-3563. The Ericsson training will provide YPG with the best training for our Ericsson equipment. The training can be provided at a time that is best for YPG. It will be used to allow more people to be trained on the Ericsson equipment and to expand our understanding of the Ericsson equipment. Ericsson instructors have exclusive access to proprietary and confidential information about Ericsson gear they are uniquely qualified to provide expert level training for Ericsson equipment. Ericsson also has access to Ericsson lab equipment that is used during training so that YPG personnel are trained using the equipment we have. The YPG GSM engineering team has extensive knowledge of resources available in this arena, participates in industry events, and monitors trade publications and believes that no other resource exists which can provide access to an equivalent level of training on Ericsson equipment. Recent classified developments in the ongoing war have increased the urgency of testing with GSM & UMTS networks. These tests must be completed very rapidly (within weeks) in order to provide required information to units in the field. YPG needs to have trained people ready to test using Ericsson equipment. North American Industry Classification Systems (NAICS) Code is 541519 with a standard size of $25.0 million dollars. This action is solicited as unrestricted. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
