The Aircraft Structures Commodity Council at Robins AFB GA announces an Enterprise Wide Long Term Strategy for aircraft Flight controls under Federal Stock Class (FSC) 1560. The intent is to consolidate individual competitive tactical buys into a single award Indefinite Delivery Indefinite Quantity (IDIQ) firm fixed price contract for an 8 year period. IF YOU HAVE PREVIOUSLY FURNISHED A FLIGHT CONTROL ITEM IN THE 1560 FSC TO THE GOVERNMENT, PLEASE READ THIS NOTICE CAREFULLY TO DETERMINE IF YOUR ITEMS ARE INCLUDED.
This strategy is separated into two acquisitions, a 100% total small business set-aside and a full and open competition. THIS NOTICE IS APPLICABLE TO THE 100% TOTAL SMALL BUSINESS SET-ASIDE. Items applicable to this acquisition are listed in the attachment hereto. The Government reserves the right to add items to this list at a later date; however, those items will be published as an addendum to this synopsis in FedBizOpps. The estimated value of this contract is $20 million with a three year basic ordering period, a three year option, and a two year option.
The purpose of this strategy is to include all practicable Flight Control stock numbers so that administrative lead-time may be minimized. All stock numbers that apply to this strategy are listed in the attachment hereto. The acquisition involves spare parts and engineering for data.
A draft RFP will be issued and a pre-proposal conference will be held prior to issuance of the final RFP. 1. A synopsis notice regarding this requirement was posted to the Federal Business Opportunities (FEDBIZOPPS) on 9 Apr 2008. The Aircraft Structures Commodity Council is pleased to announce the date for the Pre-solicitation Conference. The purpose of the Pre-solicitation conference is to obtain industry's perspective and foster a better understanding of the source selection process. The Pre-solicitation conference is scheduled for Tuesday, 28 Oct 2008 from 8:30 a.m. until approximately 5:00 p.m. Please note that only ONE conference will be held for both FA8537-08-R-21739 (Unrestricted Competition) and FA8537-08-R-21740 (100% Small Business Set-Aside).
2. The pre-solicitation conference will consist of an overall review of the program requirements and one-on-one meetings between contractors and the Government. The Government will allocate a maximum of 30 minutes each for one-on-one meetings and w ill schedule appointments only by written requests on a first request basis. The Pre-solicitation conference will be conducted at Lowe's Toyota, 375 South Houston Lake Road, Warner Robins GA 31088.
3. The technical documents for these acquisitions are located at http://www.fedbizopps.gov with the synopses. Draft solicitations will be posted prior to the conference.
4. Industry participation in the pre-solicitation conference is entirely voluntary. The Government does not intend to pay for the information obtained during discussions or for the time and expense of the industry participants involved. The Government requires unrestricted use of any information resulting from this meeting. All questions and answers (unless proprietary information will be revealed), will be posted to FEDBIZOPPS for the benefit of all offerors. The Government reserves the right to revise the products of the conference to ensure all user requirements are satisfied.

A draft solicitation is posted for review and comments prior to the presolicitation conference. Please review the draft solicitation, attachments, and technical data packages to help facilitate the presoliciation conference. Please examine the documents for missing, incomplete, or ambiguous data and anything else which you believe may render the requirements unclear or difficult to understand. Request you develop a list of questions or comments and be prepared to share the results with the entire audience unless proprietary information would be disclosed. Please submit written questions via email as soon as possible prior to the conference to allow the government team time to prepare a response during the conference.
