Description
      The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ seeks to identify potential sources for the design, development, fabrication, and testing to resolve obsolescence of the Detroit Diesel 6V-53 engine (P/N 9325-02-1209-01, NSN 4210-01-461-3301) and Linde hydraulic water pump (P/N 9325C03-1911-01, NSN 4320-01-464-2402) assemblies for the Navys A/S32P-25 Shipboard Fire Fighting Vehicle (P/N 9325-01-0100-01, NSN 6R-X-4210-01-394-3789-SX).    (Note: for the purposes of this announcement the new unit shall be called the Engine Retrofit Kit.) The A/S32P-25 Shipboard Fire Fighting Vehicle is a self-propelled, self-contained, all weather, firefighting vehicle.    It is used on aircraft carriers and amphibious assault ships to extinguish a fire or limit the severity of the fire until other systems can be activated.    The fire-fighting vehicle is a four-wheel (two-wheel drive) vehicle with overall dimensions of 64 in. high by 70 in. wide by 190 in. long, powered by an internal combustion engine.    When fully loaded, the fire truck has a gross weight of 19,000 lbs.    Vehicle systems are operated hydrostatically with power provided via three hydraulic pumps connected to an engine driven power transfer unit.    The power transfer unit is bolted to the engine flywheel housing and is driven via an input shaft and drive disc.    The power transfer unit is 24.00 in. wide, 21.40 in. tall and weighs approximately 160 lbs.    Please see Table I for pump information. The existing Detroit Diesel 6V-53, six-cylinder turbocharged liquid cooled diesel engine is capable of producing 156 brake horsepower (BHP) and 585 lb-ft of torque at 1400 rotations-per-minute (RPM), and 237 BHP and 445 lb-ft of torque at 2800 RPM when utilizing diesel fuel.    Please see Table II for additional BHP and torque curve information.    The existing engine length is 52.00 inches, overall width is 36.48 inches and the overall height is 41.64 inches with a wet weight of 1,753 lbs.    The engine has multiple fuel capabilities to include DF-2, JP-5, and JP-8.    Please refer to Table III below for horsepower adjustments when using aviation turbine fuel.    The vehicle is equipped with a 24 Volt DC electrical system.       
      The objectives are to enhance technical performance, improve reliability and maintainability, meet current as well as future EPA requirements and reduce life cycle costs through the acquisition of Engine Retrofit Kits.    Companies shall address whether or not a plan can be devleoped to address future EPA tier levels as dictated by EPA future year planning.    Improvements to reliability shall include measures taken to address wet stacking of the proposed engine.    The P-25 Vehicle can sit idling up to 20 hours per day while in a state of mission readiness.    Interested companies shall address whether this issue can be overcome.    Each retrofit kit will consist of all components needed to perform the installation. All materials and components utilized shall be commercial-off-the shelf (COTS) or non-developmental items (NDI).    Installation of the retrofit kit shall require as few modifications as possible to the existing fire truck subcomponents and chassis. Interested companies shall address whether or not they have the capability to perform the required modifications and proposed timeline for completion and installation of 16 P-25 retrofit kits per year for 4 years.    The following dimensions and performance requirements of the current A/S32P-25 fire truck must be retained by all designs:
1.      Overall height and width as noted above.
2.      8 in. ground clearance.
3.      Replacement engine weight shall be within 10% of the existing engine weight to maintain wheel loading and center-of-gravity requirements.
4.      Exhibit a minimum average acceleration of 2.5 ft/sec2 between 0 mph and 20 mph inclusive on a level surface (fully loaded).
5.      Negotiating a 30 percent slope in both the forward and reverse directions (fully loaded).
6.      Sustaining a speed of at least 15 mph on a level surface (fully loaded).
7.      Negotiating a 5-inch vertical obstacle at maximum speed.
8.      Shipboard Vibration - The vehicle shall meet the requirements of MIL-STD-167-1A, Type I environment.
9.      High-impact shock - The vehicle shall meet the requirements of MIL-S-901D, Grade A, Deck Mounted, Principal Unit, Class I Heavy Weight Equipment, Type A.
10.      Full-time exposure to corrosive contaminates of seawater and AFFF spray.
11.      Part-time exposure to smoke from burning fuel, lubricating oils, hydraulic fluids, paint, rubber, plastics, etc.
12.      Operation of fire suppression system while maintaining speed requirements
13.      Maintain capability while on a pitching and rolling deck (sea based operation in accordance with DOD-STD-1399-301A).
14.      Compatibility with use of Turbine Fuel, Aviation, Grades JP-4/5 MIL-DTL-5624U; JP-8 MIL-DTL-83133E
15.      EMI: The vehicle shall meet the requirements for the control of Electromagnetic Interference Characteristics Of Subsystems And Equipment EMI MIL-STD-461F
EMV: The vehicle shall meet the requirements for Electromagnetic Radiation Environment from Friendly or Own Force Emitters, MIL-STD-464A Table 1A.

      Interested companies are requested to provide information on products/services similar in scope and effort (i.e. designing and developing industrial engine assemblies).    Respondents to this RFI may provide catalogs, drawings/illustrations, technical manuals, training description/material, warranty, testing documentation, brochures and/or any other documentation that describes the capability to design, develop, manufacture and support an effort of the type described herein.
      In addition, it is requested that respondents identify government and/or commercial customers to whom same or similar equipment has been developed.    Provide customer point of contact, including a telephone number, e-mail address or web site, quantities sold along with dates sold, and a description of the unit(s).
