SOLICITATION FOR TRAINING PROPOSALS Employee Development; Test Preparation Training
The Civilian Training Unit of Los Angeles County Sheriff s Department is seeking proposals from qualified training professionals to facilitate the training of civilian personnel in the skills needed to successfully prepare for the Los Angeles County Department of Human Resources (LAC-DHR) promotional exam series. The qualified vendor will instruct approximately 150 Sheriff Department professional staff in various classes who are striving to improve their administrative skills in the areas of checking for errors, arithmetic computation, word problems, written expression, reading comprehension and data interpretation to enhance their ability to successfully pass LAC-DHR exams for job openings.
PART I VENDOR SPECIFICATIONS
Vendor should have the following qualifications:
-Ability to conduct a formal training needs assessment on this topic.
-Two to Four (2-4) years experience conducting test preparation training or similar experience in managing a like program.
-Ability to develop customized training materials using instructional systems design methodology.
-Ability to facilitate discussion and learning activities.
-Ability to customize all exercise, materials, and instruction to meet the needs of the Sheriff s Department personnel.
-Ability to design the program evaluation tool and provide a written summary of the student instruction evaluations.
-Ability to modify the program over time to address changing departmental needs.
PART II COURSE OF INSTRUCTION
Employee Development; Test Preparation Training covering specific areas of Reading Comprehension, Written Expression, Basic Arithmetic, Data Analysis and Interpretation Skills
The Test Preparation Training classes must include instructional methods that will enhance participant learning and help employees understand and pass the basic components of the Los Angeles County Department of Human Resources (LAC-DHR) examination series .
Upon completion of training, students must be able to competently demonstrate the following capabilities: -Reading Comprehension and Written Expression: Read and interpret written material and the ability to recognize errors in structural and grammatical elements of standard written English. -Basic Arithmetic: Interpret and solve problems of a mathematical nature, using such operations as addition, subtraction, division, and multiplication, and in a variety of problem formats and situations. -Data Analysis & Interpretation: Understand and interpret data provided in varying formats (e.g., tabular, textual, graphical).
PART III ADDITIONAL COURSE PARTICULARS
Time allotted for course of instruction: Each class day will consist of one eight hour session up to two days per requested subject area
Estimated length of agreement: One Year
Estimated number of training sessions: Five (5) sessions of 35 employees max
Targeted training start date: November 12, 2008
PART IV VENDOR DELIVERABLES
The qualifying vendor will provide a proposal for review and evaluation which contains:
Summary of Qualifications detailing work-related training, background, and experience related to the qualifications listed above.
List three related/relevant training projects completed within the last five years. Please provide names and telephone numbers of references we may contact. Enabling objectives detailing the student learning process and steps you will take to ensure that the terminal goals and objectives are met.
Sample training material related to subject matter, which could include: a Leaders Guide, Student Handbook, Handouts, Media (Presentation Materials, or Videotapes).
Cost Estimate that includes a cost breakdown for: delivery of training, materials, including customization, reproduction, packaging and purchase of instruments, etc
PART V SELECTION CONSIDERATIONS AND PROCESS
1.Bidding and selection are conducted through an open competitive process.
2.The Department will consider bids up to approximately $20,000.
3.While price is an important factor in final proposal selection, equally important is the quality of the proposal, the qualifications of the provider, and responsiveness to the criteria established by the Civilian Training Unit.
4.Proposals become the property of the Sheriff s Department. However, if a vendor would like their sample training materials returned, please enclose a self-addressed stamped envelope with the proposal package.
5.All materials listed above remain the intellectual property of the copyright and license holder and will only be reproduced in sufficient quantities to support training sessions.
6.Materials purchased by the County of Los Angeles to support the learning sessions will remain the property of the Los Angeles County.
