This is a Request for Quotation prepared in accordance with FAR Part 13, as supplemented with additional information included in this notice. A quote is being requested and a written solicitation will not be issued. Requirement number 670-8-961701 is issued as a Request for Quotation. The Centers for Medicare and Medicaid Services (CMS), has a requirement for a contractor to provide Emotional Intelligence Training to the 10 Regional Offices (ROs) located throughout the United States (see Attachment A). CMS believes that providing RO staff with emotional intelligence training will decrease their stress related to the new challenges and will allow regional office staff to increase productivity. Furthermore, this training is expected to develop the ability of staff to perceive, understand, and regulate emotions. As a result of this, staff should achieve a higher level of customer service skills. CMS is seeking a contractor to train as many people as possible throughout the 10 ROs. Training shall be one full day at each of the Regional Offices. The Contractor will be responsible for all of their travel, accommodations, meals, rental cars, etc. A detail Statement of Work titled, Statement of Work for Emotional Intelligence Training is attached. This Request for Quote is being set aside for small business concerns. The North American Industry Classification System Code (NAIC) is 611430. CMS intends to award a purchase order using Simplified Acquisition Procedures at fixed labor rates. A purchase order will be awarded approximately five business days after the response due date. Your response may be sent electronically in MS Word format to phillip.harrell@cms.hhs.gov or in paper no later than 11:00am on April 24, 2008 to Phillip Harrell, Department of Health and Human Services, Centers for Medicare and Medicaid Services, Office of Acquisition and Grants Management, 7500 Security Blvd, C2-22-13, Baltimore, MD 21244. Responses shall be no more than 10 pages and should include the following: 1) Contractors capabilities overview; 2) Past performance information (relevant experience to perform the required services); and 3) Price of the deliverables. All responses will be evaluated on a best value basis using the following evaluation criteria: 1) Technical and Management Approach the likelihood of effectively meeting requirements; 2) Past performance the relevance and quality of prior performance; and 3) Price the amount, realism and consistency of the evaluated price ( the fully loaded labor rate and anticipated hours). The Government intends to award an order to the responsible offeror whose quotation offers the best combination of technical capabilities and proposed price. All responses/quotes submitted shall remain valid for a period of 180 days. All contractors are hereby advised that contractors shall be registered in the Central Contractor Registry (CCR).
