Synopsis:

This synopsis is for Emergency Repair of Wastewater Treatment Plant located at Hurlburt Field FL, project FTEV 08-1022. The contractor shall furnish all labor, materials, tools, supervision and equipment and perform all operations necessary to accomplish all work complete in place, as specified, or as needed to repair the wastewater treatment plant, retention pond. The work shall include repairing the existing wastewater retention pond by removing and replacing the pond liner. Work includes other incidental work that is identified in the Specifications, 01010-1- Summary of Work, paragraph 1.02 Job Description, that includes but is not necessarily limited to Disposing of all debris (pond sludge), Removing existing pond liner, Fine grade the existing pond bottom to provide a 1% grade3 ( from the middle of the pond towards the pond side slopes) and allow for installation of new pond liner, Clear and grub all trees and shrubbery within ten feet from the outside of the facility fence, and remove all debris, Install new 60 mil textured HDPE liner, all seams shall be welded, Remove approximately 117 trees ( less than 6 diameter) to include stump grinding, and Provide government with two complete HDPE liner repair/patch kits. The contractor shall develop in coordination with 1 SOCES/CEV a complete NPDES permit application. Storm water pollution prevention plan will be required to be developed and submitted by the contractor. Permit fee shall also be provided to 1 SOCES/CEV for submission of the completed permit package to FDEP.
A site visit will be scheduled approximately 15 days from the solicitation issue date. This is an unrestricted acquisition. Estimated magnitude for this project is between $100,000.00 and $250,000.00. Prospective contractors must be registered in the Central Contractor Registration(CCR) database and complete an Online Representations and Certifications Application prior to award of a government contract. Offerors are further advised that failure to register in CCR and complete the online representations and certification will render your firm ineligible for award. Registration requires applicants to have a DUNS number, recommend registering immediately to be eligible for award. The solicitation will be available ONLY via the Internet at the following address: http://www.fbo.gov/. When the solicitation is posted, it can be viewed by going to the FEDBIZOPPS web site, FEDBIZOPPS for Vendors, USAF Offices, Air Force Special Operations Command-Locations, and 1st Special Operations Contracting Squadron. No hard copies of specifications or drawings will be provided.
