Description
The Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) Directorate of the Pentagon Force Protection Agency (PFPA-CBRNE) is seeking sources for technical support to provide for the design and installation of a suitable Evacuation Guidance System (EGS) for the Pentagon Shield (PS) system. The PS system was developed to assist PFPA-CBRNE accomplish their mission of protecting staff on the Pentagon Reservation in the event of a hazardous material release. The PS system includes a command and control system linking interior and exterior sensor networks, interior and exterior contaminant transport models, and staff egress models.    The PS system provides automated emergency response, enabling PFPA-CBRNE staff to mitigate potential occupant exposure to hazardous material aerosols and vapors in the event of an intentional or accidental release.
The EGS is a principal component of the PS system that shall provide occupant egress routing and way finding during an emergency event using dynamic lighting. The EGS will include hardware (lighting) components and the command and control system interface.    An Opto 22 control system backbone currently exists within the Pentagon and is integral to the PS command and control system.    The EGS components have the capability of being dynamically controlled and provide status feedback via Opto 22 input/output devices to the PS command and control system.
The EGS hardware (lighting) components are to include directional corridor and stair way finding lighting, and fixed lighting elements to indicate availability of doors and of protective masks in designated mask supply boxes.    The lighting must be capable of providing static and blinking lighting modes in green, yellow, and red and be visible in smoky conditions.    The lighting will be controlled by the digital Opto 22 module unless a justifiably better approach is proposed.    The materials used in the EGS installation are to be flame retardant, capable of functioning in a fire event, and compatible with the existing corridor interior finishes.
The Pentagon is currently undergoing renovations under the Pentagon Renovation (PENREN) Program in phases where sections of the building are stripped to the bare concrete slabs and are rebuilt. The PENREN Program is scheduled to be completed by 2011. The support contract will be divided into three phases, the first phase lasting 24 months. Phase 1 of the installation includes installation of EGS components in a retrofit mode in the newly renovated areas of the building (approximately 60% of each floor). Phase 2 and Phase 3 installations in the remainder of the building may be done in conjunction with the PENREN activities.
The Contractor is responsible for ensuring Electronic Data Standards (EDS) are compliant with the Pentagon Renovation & Constriction Program EDS (PRPEDS) and obtaining all permits for EGS installation and qualified personnel before commencing construction.    All work performed under this effort must be in compliance with the following codes and standards: Electrical Code NEC1999 (NFPA 70), Virginia Uniform Statewide Building Code; Fire/Life Safety Code IFC 2000 Virginia Statewide Fire Prevention Code; UL 924 Emergency Lighting and Power Equipment.
An Industry Day will be held at the Pentagon prior to the proposal submission deadline to provide potential Contractors with additional technical information and a site survey.
