This is a SOURCES SOUGHT NOTICE to identify Small Businsesses, U.S. Small Business Administration (SBA) Certified 8(a), SDVOSB or HUBZone small business firms capable of providing all labor, material, equipment, transportation and supervision required to rehab the existing Hanger 55 Fire Suppression System at USCG Support Center Elizabeth City, NC. Rehab the system in order to monitor and test the system and eliminate corrosive problems associated with Aqueous Film Forming Foam (AFFF). Work consists of but is not limited to the following: Establish a temporary foam supply while repair work is being performed. Replace corroded AFFF tanks with fiberglass reinforced poly tanks. Replace the foam tank fill sensors with a new model that does not make contact with the foam. Remove the existing piping and valves between foam tanks and pumps and replace with new stainless steel piping and valves. Provide piping for a fresh water flush in the new suction piping to the AFFF Pumps. Clean and inspect for reuse. Rectify pump controllers to meet NFPA-20 standards. Create electrical wiring diagrams for the AFFF fire alarm activation system. A representative certified by the alarm system manufacturer shall certify acceptability of electrical wiring diagrams. If foam pumps do not pass inspection rebuild foam pump or provide a new replacement. The NAICS for this project is 238220 with a Small Business Size Standard of $13.0M. Vendors interested in performing this requirement are invited to provide the following information to USCG CEU Cleveland (Attn: Ms. Komer) no later than COB 07/28/08. When responding by email, please indicate Sources Sought 08-3WG327 in the subject line. Responses shall include the following information: Company Name, Address, Point of Contact, Phone Number and Email Address; Business Size (i.e. Disadvantaged Status, 8(A) status, HUBZone, SDVOSB, WO, Small or Large etc). Indicate the firms experience in foam discharge systems . DO NOT SEND BUSINESS INFO EXCEPT FOR WHAT IS REQUESTED. NO TELEPHONE, WRITTEN NOTIFICATIONS OR REQUESTS FOR SOLICITATIONS OR POSTING STATUS will be honored. When available, the resultant pre-solicitation notice and solicitation will be posted at this website. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. No basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided. The Government Reserves the right to consider a small business, 8(A), or any other set aside arrangement as deemed appropriate for this procurement.
