City of Bay City Request for Proposals Annual Financial Audit Services The City of Bay City is seeking qualified accounting firms to submit sealed proposals for the purpose of retaining independent public accountants licensed to practice in the State of Michigan to conduct an annual audit of the financial accounts and records of the City of Bay City including all component units, except Wenonah Park Properties. This request is to perform all work necessary and incidental to the tasks listed in this document (see scope of services for further detail). The City shall not be obligated to accept the lowest priced proposal, but will make an award to the firm it believes is in the best interest of the City after all factors have been evaluated. General Information The City of Bay City has a population of approximately 36,000 and is governed under a Mayor/Commission charter. The fiscal year 2007/2008 budget is $133 million including a General Fund budget of $23 million. Description of Records The City maintains its general accounting records in accordance with generally accepted accounting practices for State and Local Governments. All accounting records are maintained in-house, using an AS400 computer system. The City s financial activities are accounted for in a general fund, several special revenue funds, a debt service fund, capital project funds, internal service funds, pension trust funds and agency funds. The City accounts for business-type activities in six separate enterprise funds. In addition, there are sixteen component units (including Wenonah Park Properties).
