This is a combined synopsis/solicitation for commercial items prepared in accordance with format in FAR Part 12.6 This announcement constitutes the only solicitation; solicitation will not be issued.

National Institute on Drug Abuse, Office of Acquisitions- Neurosciences, Station Support/Simplified Acquisition, on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) intends to negotiate on a sole source basis and award a purchase order to Nexstim Ltd Elimaekaru 9B, 00510 Helsinki, Finland.

NINDS has a requirement for an electronically controlled patient chair with head rest and the eXimia navigation system. Specification is as follows;

1. Head tracker, pen tracker, 3D localization unit PC & LCD display, Patient chair, Ceiling rail; Medical grad, CE certified. 2. eXimia NBS 2.2 software license will use the Software to include research database. 3. Calibrated coil tracker and coil model for air cored coil. 4. NBS sw license for Functional Imaging (fMRI/PET). 5. Installation: Ceiling rail, Trackers, MR import checking. 6. Training-hands-on training (2 days).
7. One year warranty.

The proprietary device of Nexstim NBS owns the rights to eXimia which is not produced or manufactured in the USA. This special equipment will be able to perform a quick mapping of the brain areas for rapid targeting of TMS stimulation and the capability of co-registration between functional magnetic resonance imaging results and structural MRI brain images. One of the special features the eXimia equipment provides is an in depth image of central nervous system (CNS) which has successfully been used to locate the motor cortex of the brain. Buy American Act FAR 25.103(b).

The acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The Government intends to select the offer that represents the best value to the Government, price and all other factors considered. The determination by the Government not to compete the proposed contract based upon response to this notice is solely with the discretion of the Government.
