Synopsis:

The U.S. Department of State intends to negotiate on a sole source basis with The National Association for Public Health Statistics and Information Systems (NAPHSIS) for the use of the Electronic Verification of Vital Events (EVVE) system. The Government intends to solicit and negotiate with one source under the authority of FAR 6.302 Circumstances permitting other than full and open competition. A determination has been made by the Government not to compete this proposed requirement on a full and open competitive basis. It is the responsibility of the contractor to respond by the due date. No formal solicitation package is available. Any inquires must include a full capability statement and must be received not later than four (4) days after publication of this synopsis. The Government anticipates an award date of September 17, 2008. The Government will not be responsible for any costs in preparation of responses to this announcement.
