Synopsis:

The Social Security Administration intends to issue a firm-fixed priced purchase order to Elsevier, B.V. for electronic subscription to Science Direct. Subscription includes electronic access to ejournals and eBooks for the following collections for the current year and for a 13-year archive back to 1995 and building forward. Collections include: Health Sciences (including Nursing, Health, Medicine and Dentistry) Health Sciences subject collection; Pharmacology, Toxicology and Pharmaceutics subject collection; Social Sciences, Social Sciences subject collection, Psychology subject collThe Social Security Administration intends to issue a firm-fixed priced purchase order to Elsevier, B.V. for electronic subscription to Science Direct. Subscription includes electronic access to ejournals and eBooks for the following collections for the current year and for a 13-year archive back to 1995 and building forward. Collections include: Health Sciences (including Nursing, Health, Medicine and Dentistry) Health Sciences subject collection; Pharmacology, Toxicology and Pharmaceutics subject collection; Social Sciences, Social Sciences subject collection, Psychology subject collection, Business, Management and Accounting subject collection, Economics, Econometrics, and Finance subject collection, Computer Science Subject Collection. The subscription is an online web-based system. Period of Performance is for a fifteen (16) month period beginning September 1, 2008 through December 31, 2009. Under FAR Part 6.302-1, Only One Responsible Source and No Other Supplies or Sources Will Satisfy Agency Requirements. This requirement is utilizing procedures in the Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items in conjunction with procedures under FAR Part 13. This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Government's intent to order this subscription from Elsevier, B.V. Requests for copies of a solicitation in response will not be honored or acknowledged. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether or to conduct a competitive procurement. The Government does not intend to pay for information provided in response to this publication. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. If no affirmative responses are received within 2 business days, in accordance with FAR 13.106-1 (b)(1) negotiation will be conducted with Elsevier, B.V. as the only source, a purchase order will be issued without any additional notices being posted.
