Description
The United States Department of Agriculture, Agricultural Research Service intends to issue an award to the American Society for Microbiology (ASM) on a sole source basis, a contract for all USDA users to have continuous electronic internet access to the journals described below. Award will be made pursuant to 41 U.S.C.253(c)(1)?Only one responsible source and not other supplies or services will satisfy agency requirements.
The contractor shall provide continuous electronic access via the Internet for all USDA employees and public on-site users. All USDA Locations, employees worldwide, contractors, cooperators and volunteers performing work on behalf of USDA are considered as authorized premises and users of the journals. The Contractor shall make journals content accessible 24 hours per day. Authorized users shall be granted access to the ASM journals through the IP recognition authentication process without any impediments. Journals to be accessed are entitled 1) Antimicrobial Agents and Chemotherapy, 2) Applied and Environmental Microbiology, 3) Clinical and Vaccine Immunology, 4) Clinical Microbiology Reviews, 5) Eukaryotic Cell, 6) Infection and Immunity, 7) Journal of Bacteriology, 8) Journal of Clinical Microbiology, 9) Journal of Virology, 10) Molecular and Cellular Biology, and 11) Microbiology and Molecular Biology Reviews. In addition to internal use, authorized users have the right to use the contents of the journal for ordinary business (research), scholarly and educational purposes required by the Government. Authorized Users may browse, search, retrieve, display, and view an ASM Journal Online, and may download, store or print out single copies of individual articles, or discrete items or portions of such articles, from an ASM Journal Online solely for their own use.
The contractor shall provide access to the backfiles of the Society?s online primary-research journals six months after an issue?s publication and access to the backfiles of the Society?s online review journals one year after publication.
The scheduled period of performance will be January 1, 2008 through December 31, 2008.
