THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED.
It is the intent of the National Heart, Lung, and Blood Institute to issue a purchase order on a noncompetitive basis to WR Medical Electronics Co, Inc. 123 North Second Street, Stillwater, MN 55082-5047 to provide the BG428-WR TestWorks Q-Sweat Quantitative Sweat Measuring System. The system contains the following items: Q-Sweat Main Unit; Q-Sweat Skin Capsule (.787 SQ CM); Straps Set of 3 (small/med/large); Strap perforated Silicone; Ext. Desiccant cylinder Assembly; Life-Tech IONTO Stimulator; Meridian IONTO Electrode PKG of 20; Gel-Trode Return Electrode 20/Pkg; QSWEAT Hardware User;s Guide; Cable 184749-02 Shielded 2M for NIDAQ; PCMCIA Card NIDAQ 6062E;Manual:WRTESTWORKS V3.0; SFTWR:TESTWORKS CDROM V2.4; SFTWR:TESTWORKS Q-SWEAT License; DONGLE (HASP) - USB Version; Power Cord HOSP GRADE NEMA; POWER STRIP Hospital grade; ON_SITE INSTALLATION/Training. In addition This vendor warrants that the items it manufactures are free of defects in materials and workmanship for 1 year from date of purchase. The QSWEAT has been tested and certified to be in compliance with UL2601 and EN60601-1.
The sole source determination is based upon the fact that this vendor is the sole manufacturer and retailer of this piece of equipment as a whole. The specific equipment features are not provided by any other comparable items from other vendors.
The North American Industry Classification (NAICS) Code is 334516 and the Size Standard is 500 employees. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. This notice of intent is not a request for competitive proposals.
Interested parties may identify their interest and capabilities in response to this notice. All responses should include a firm fixed price; documentation of the capabilities of meeting the government requirements; at least three references documenting successful past performance in meeting Government minimum specifications; a proposed delivery schedule; prompt payment discount terms; the DUN & Bradstreet number (DUNS); the Taxpayer Identification Number (TIN); and the offeror s business size. The submission will be evaluated on the content of the above documents. The offeror must also register in the Government s Contractor Registry System, Note: www.ccr.gov. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
