Opportunity Summary
The State of Oregon through its Department of State Lands (Agency) will be implementing an
Electronic Document Imaging System (EDIS). The Agency needs a system that will allow end
users to store and search for electronic documents, streamline its document workflow
processes, will integrate with an e-Commerce system, and will help move the Agency toward a
paperless environment. In accordance with OAR 125-247-0270 the Agency will solicit bids
via the ORPIN System for a minimum of 30 days. The contract is intended to last from date
of signing to June 30, 2009. These dates are subject to change.

The EDIS System will be used to increase efficiency for the four divisions of the Agency.
The new system will allow end users to store and search for electronic documents with a
user friendly, easy to learn GUI interface, allow access to documents by both the public
and agency staff from a secure web portal, allow multiple levels of document access
security, enable work flow tracking of electronic documents, and integration with GIS data.
Other desired features include allowing staff to upload documents from a remote location.
The Agency needs to integrate the new system to the agency's existing enterprise
application systems LAS and CASH.

The Agency must have vendor support for implementing and installing the EDIS system. The
Agency also must have assistance in training Agency staff.
