The National Center for Environmental Health (NCEH), Division of Laboratory Science (DLS) of the Centers for Disease Control and Prevention (CDC) intends to award a sole source firm fixed price contract, in accordance with FAR Part 12 - Simplified Acquisition Procedures, to Sequenom, Incorporated, 3595 John Hopkins Court, San Diego, California, 92121-1121. Sequenom is the only source that manufactures and distributes the MassARRAY System and necessary operational components. The MassARRAY System is the only commercially available genotyping platform that performs quantitative analysis sufficiently accurate to reliably distinguish a 2-fold difference in the content of a specific sequence of DNA. The DLS routinely performs a number of biochemical analysis on biological specimens in support of CDC's Congressionally defined roles in response readiness against chemical and radiation terrorism. The capabilities of this product will allow CDC scientists to perform unique applications for dried blood spots newborn screening that provides enhanced information and resulting health effects. CDC anticipates soliciting and negotiating with only one source under the statutory authority 10 U.S.C. 2304(c)(1) permitting other than full and open competition in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. Sequenom is the only source available to provide a product that meets mission critical requirements. No Request for Proposal (RFP) will be issued based upon this Notice of Intent. Interested organizations may submit their capabilities/qualifications to perform the effort, in writing to Ms. Pamela A. Woodard via email at plw9@cdc.gov with the reference number (2008-55227) referenced in the subject line, no later than 5:00 pm Eastern Time, 30 June 2008.
