Description
Sources Sought Notification for Design Phase and Supply Phase of Electrolytic Moisture Analyzer for the Mixed Oxide Fuel Fabrication Facility (MFFF).
Shaw AREVA MOX Services, LLC (MOX Services) is seeking suppliers/subcontractors with experience supplying Electrolytic Moisture Analyzers. The analyzer to be acquired will support the construction of a Mixed Oxide Fuel Fabrication Facility (MFFF) to be built at the Department of Energy (DOE) Savannah River Site (SRS). The analyzer is Quality Level 4 (QL-4) and will be purchased under a Supply Subcontract.
The Electrolytic Moisture Analyzer ensures analytical functions linked to laboratory operations main function, which is to perform chemical and physical analyses of samples coming from the production units.
Design, fabrication, and post-acceptance activities (test support, training, and service) for an Electrolytic Moisture Analyzer System used to determine the moisture content of plutonium dioxide powder samples. The System is composed of the following:
One small, tubular furnace (greater than or equal to 110 deg C)
One nitrogen supply system (connected to the furnace)
One electrolytic cell (connected to the furnace)
One control unit capable of controlling and displaying relevant parameters of the furnace, moisture analyzer, and by-pass valve
One sample boat composed of a Platinum/Rhodium alloy
Interested parties are to submit Pre-Qualification Packages for the Company or Team as a whole. Companies that team shall have a Prime Supplier/Subcontractor designated. The Prime Supplier/Subcontractor will be the direct interface between the Team and MOX Services. Team Pre-Qualification packages shall be written to cover the Prime Supplier/Subcontractor and key teaming Companies and shall be submitted by the Prime Subcontractor.

Companies or Teams that have a current MOX Services approved Pre-Qualification package on-file need not submit another package, unless the submitted package requires updating.
A Letter of Interest to submit a proposal from the Company or the Team Prime Supplier/Subcontractor shall be emailed to Janice Olive at jrolive@moxproject.com. The Letter of Interest shall state that the Supplier/Subcontractor has a Pre-Qualification package on-file with MOX Services or that the Pre-Qualification package will be forwarded. Letters of Interest are due by 4 PM EST on 20 Mar 2008, with Pre-Qualification packages submitted by 4 PM EST on 17 Apr 2008.
This is not a Request for Proposal (RFP), nor shall it be construed as an announcement for the issuance of future RFPs.
