Description
The Department of Commerce, NOAA, National Weather Service (NWS), Office of Science and Technology, Meteorological Development Laboratory (MDL) intends to negotiate on sole source basis, under authority of Federal Acquisition Regulation (FAR) Subpart 6.302 Other Than Full and Open Competition, with the Environmental Systems Research International Institute, Inc., 380 New York Street, Redlands, CA 92373-8100 to provide proprietary software for ESRI ArcGIS, ArcInfo, and ArcView.     ArcGIS is a collection of ESRI products which includes ArcInfo and ArcView as well as several extensions to the base product.     ArcInfo is the most complete system in the ArcGIS Desktop product suite and allows automation and input of multiple types of data, advanced spatial analysis, and raster processing, whereas ArcView allows for data editing and processing.     This request is to purchase 1 concurrent use (CU) license for ArcInfo, 4 CU licenses for ArcView, and 1 CU license for the Spatial Analyst extension.     The purchase of this software will include 1 full year of maintenance.     In addition to the tools and data available with the purchase of the ESRI GIS software, is the access to vast library of knowledge and support from other GIS professionals, the developers of the software, and technical support staff.     The maintenance of this software includes all performance and security service packages as well as copies of new releases of the software.     MDL?s purchase of the ESRI ArcGIS software is essential to the development and improvement of high resolution statistical guidance forecast grids, required as part of the National Digital Guidance Database.     Development and improvement of these high-resolution MOS grids is a significant milestone.     Our datasets have become too large to process by hand or quality control without mapping capabilities.     We have continued to train the work force, and are asking for additional copies of the software to accommodate the increase in MDL?s human resources devoted to the high-resolution gridded guidance efforts.     Vendors who believe they can satisfy the Government?s requirement are invited to submit an affirmative response.     To be considered an affirmation response, vendors must submit written data and documentation that reflect meeting the aforementioned requirements for CU compliance.     Period of Performance is one year from date of the award.     All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis in order to determine     a bona fide capability to meet the requirements.     A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within its discretion.     Affirmative responses must be received within 15 days after publication of this synopsis.     No telephone requests will be honored.     Award will be made under FAR Subpart 13.     See Note 22.     FAR Clauses: 52.212-4: Contract Terms and Conditions Commercial Items (Sept. 2005) (Reference). 52.212-5: Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Terms (Aug. 2006).     Place of Contract Performance: DOC/NOAA/NWS, Meteorological Development Lab W/OST2, 1325 East West Highway, Silver Spring, MD     20910.     Attn: Iris Boon@301.713.1774.     However, interested companies may submit an affirmative response to the requirement with 15 days from the posting date of this notice to grace.e.carter-tyer@noaa.gov or fax to (301) 713-1024.
