The DCMA at Boeing Philadelphia, PA intends to negotiate and award a level of effort, time and materials delivery order to procure sustaining engineering and technical support services to support the Global War on Terrorism for the CH-46 helicopter, under Basic Ordering Agreement (BOA) N00019-05-G-0012. The proposed order will be awarded on a sole source basis to The Boeing Company, Boeing Helicopters, Ridley Park, PA. The authority permitting other than full and open competition is Title 10, U.S. Code, Section 2304(c)(1) as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The period of performance for this effort is 1 October 2008 through 30 September 2009 and the work will be performed at Boeing Helicopters in Ridley Park, PA. The specialists will perform engineering and technical tasks in support of CH-46 aircraft (i.e. the airframe, airframe/engine interface, and all equipment, components, and parts covered by Boeing Drawings) and their special tools, special test equipment, ground support equipment and trainers as directed by PMA-226. The engineering and technical support specialists require an in-depth knowledge of all CH-46 aircraft systems, aircraft operating environments, Naval Aviation Maintenance and Operations processes and procedures, and Fleet Logistics support requirements. The primary emphasis on task requirements will be associated with overall management of the engineering/technical services and customer service/support program. The engineering and technical support specialists will review current H-46 fleet problems as they occur and provide recommended solutions. They will provide day-to-day design and analytical engineering in support of CH-46 aircraft in response to inquires received and will provide representation at technical reviews. They will also provide Change Management, Configuration Management and Data Management support, as required, for any design changes. Additionally, Boeing shall provide specialized engineering/technical/maintenance personnel for short notice off-site resolution of technical/maintenance problems and assistance in implementing Safety-of-Flight (SOF) and other urgent remedial actions on fielded CH-46 aircraft and will participate in and support the NAVAIR System Safety Working Group. The engineering and technical support specialists will create Class II drawing changes to accommodate field fixes, vendor-requested changes, and other Class II changes to support spares procurements. They will conduct engineering investigations on an expedited basis as associated with problems, which may affect SOF conditions or adversely affect Operational Readiness (OR) of the H-46 aircraft. This work shall included, as applicable, the analysis and testing required to define the magnitude of the problems or conditions uncovered through such efforts and recommendation of the types of corrective action needed to resolve the problems. Additionally, they will provide engineering/technical/customer services and support in teardown inspection and evaluation of H-46 Category I and II Deficiency Reports. Inspection and evaluation of the exhibits is required to identify failure symptoms and accomplish a detailed failure analysis, if necessary.
