The Electromagnetic Aircraft Launch System (EMALS) program is seeking interested contractors (or contractor teams, referred to as contractor in the rest of this document) to provide program management support at NAWCAD Lakehurst NJ and other program sites. Generally, the interested contractor should have demonstrated experience managing the acquisition of naval aviation systems for installation in new naval ships construction, management of naval ship construction, and / or the operation and maintenance of naval aviation system in the Fleet. Consideration will be given to the contractor with experience in managing the acquisition, development, production, installation and fielding of high power systems in new construction naval ships. Specifically, the contractor shall provide program management, technical analysis, planning, and support resulting in work products for the NAVAIR Lakehurst EMALS Program as defined in the following tasks:



The contractor shall posses demonstrated knowledge and experience with EMALS program processes, on-going initiatives, hardware, and information systems.



The contractor shall perform program management and provide technical work products for the EMALS program including specific EMALS program documents, Plans of Action and Milestones (POA&Ms),; status reports, presentations and administrative products.



The contractor shall research, evaluate and track EMALS program issues, events, milestones and action items using EMALS specific information systems and websites. Efforts will include support for EMALS Test Requirements Change Requests, Engineering Change Proposals, Engineering Investigations, Hazardous Material Reports, Technical Publication Deficiency Reports, Rapid Action Minor Engineering Changes, Quality Deficiency Reports, Level of Repair Analyses and Cost Benefit Analyses and develop program management life cycle supportability obsolescence recommendations.



The contractor shall assist the Program Manager and EMALS Team in monitoring program health related to operational, maintenance and inventory status to recommend improvements and solve program wide problems using EMALS maintenance and supply data.



The contractor shall assist the Program Manager and Team in the Review and evaluation of EMALS program data deliverables that require access to and knowledge of EMALS specific prime contractor and major subcontractor information systems and EMALS program processes.



The contractor shall provide program management financial support for all aspects of the EMALS program. Efforts will require knowledge and experience in financial information systems and EMALS program specific processes.



This Request for Information (RFI) is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the government to contract for any supply or service whatsoever. The Government WILL NOT PAY for any information received in response to this request for information nor will the Government compensate the respondent for any cost incurred in developing the information for the Government. Any request for copies of solicitations will not be addressed since this is a request for information, not a request for proposal. It is requested that information in response to this RFI be submitted NO LATER THAN 5 NOV 2008 to Alice Tornquist, Contract Specialist, Naval Air Warfare Center Aircraft Division, Code 25211B562-3C, Highway 547 Lakehurst NJ 08733 or by email to alice.tornquist@navy.mil. Not responding to this RFI does not preclude participation in any future RFP. Any comments provided may or may not be included in a formal solicitation. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend.
