Description and Specifications:
Illinois Emergency Management Agency is giving notice of intent to award a contract for Google Enterprise Software to Onix Networking. This system can provide visualization, from both 2D and 3D of potential disaster and emergency sites. This system will allow visual models that can assist in evacuation, damage assessment and plum modeling. The technology will allow IEMA staff to have access to data that will allow them to make decisions that will help better protect the citizens of Illinois.

Sole Source Only Justification:Google Earth software offers capabilities that meet all the requirement of IEMA. These capabilities are not available from any other vendor.

1.) The ability to host very large datasets (on the order of several terabytes of data) for network-based high-speed 3D exploration. This allows us to construct detailed imagery-based maps not just of local areas, but of entire countries, regions, and even continents.

2) No other vendor offers 3D interactivity of large network-based geospatial datasets. Even those vendors that offer solutions that operate on local vs. network hosted data do not offer the fluid interactivity and speed of the Google Earth system. The fluid interactivity with large datasets allows users to zoom in and out of specific location very quickly, understanding detail but also understanding the spatial context. The 3D capability enables us to understand terrain as well as imagery and GIS data. Google Earth enables us to "tilt" the view in real time to see reliefmountains, valleys, cliffs, hillsvery easily. A thorough understanding of such features is of high importance in tactical planning. Terrain can mean safety or extreme danger for first responders and our citizens.

3) The network-hosting capability provided by Google Earth enables us to operate much more efficiently. Rather than duplicating large datasets on multiple machines, requiring large investments in storage and workstation hardware, Google Earth allows us to host a single copy of the data on a server and access it throughout a site. Furthermore, both the server and the client software run on inexpensive computers. Although other vendors offer solutions to put geospatial data on a network, they do not offer real-time interactivity with the data. Queries to the server require lengthy waits before the client view is updated.

4) Easy to understand User Interface. The final area where Google Earth offers a unique solution is by offering a very sophisticated GIS capability-the ability to analyze fused imagery, terrain, and GIS layers-without requiring users to master a complex suite of GIS products. The simple Google Earth viewer makes it easy for us to deploy a system and quickly train our personnel with varying backgrounds and levels of experience in using GIS. Our users will get access to very sophisticated intelligence and information with minimal time wasted in training. Other GIS solutions require 4-5 times the amount of training that Google Earths solution requires.

Any challenge to this Notice must be submitted in writing within 14 days of the published date and to the person identified below. Late challenges will not be considered. Only a challenge with documentation which sufficiently demonstrates and proves a prospective vendors ability to meet all specifications and other requirements of the Agency making the award will be considered. The documentation must indicate a price equal to or lower than the amount shown in this Notice.
