Description
Digital Receiver Technology (DRT) Training, U.S. Air Force Center of Excellence (AFCOE), Joint Improvised Explosive Device Defeat Organization (JIEDDO), Lackland AFB, Texas. This is a presolicitation notice for nonpersonal services to provide all training materials, software, instructional aides, and instructors knowledgeable in the use and capability of DRT equipment to train military personnel. Services include on-site operational instruction/training on the DRT system, geolocation equipment training, and technical briefing on equipment. The contract will include a one time purchase of Government furnished equipment which will consist of: 3 - DRT1201B-0404/PRS, Portable Receiving Systems; 2 - Radio Frequency Tuner 2's; 10 - NetOp Training Software; 8- Acer 5500 Series Laptops; 2 - Pelican 0370 Cube cases and caster wheel packs; 2 - Network Switches (8 port); 3 - Set Cables; 3 - Antennas; 3 - Manuals; 3 - Spare hard drives; 3 - Headphones; and 3 - Embedded/GUI software. The DRT hardware & associated equipment will be the sole property of the AFCOE JIEDDO team. The contractor will store the equipment and perform preventive maintenance, upgrades, patch installations as needed, and then transport to the scheduled training events ensuring that the equipment is ready to be used in scheduled training classes. The anticipated contract will be for a base period of one-year (24 Sep 08 thru 25 Sep 09) with four one-year options. The North American Industry Classification System (NAICS) Code is 334220, and the small business size standard is 750 employees. This procurement is being issued as a small business set aside. The Service Contract Act of 1965 as amended applies to this requirement. The solicitation will be issued as a Request for Proposal (RFP) and will be posted at Fed Biz Ops (http://www.eps.gov) electronically, on or about 4 Sep 08. NO HARD COPIES will be provided. The solicitation must be downloaded from the internet. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. A contract will be awarded to the responsible offeror whose proposal provides the best value to the Government using the lowest price technically acceptable. All responsible sources may submit a proposal that shall be considered by this Agency. All prospective offers interested in submitting a proposal on this solicitation must have a commercial and government entity code (CAGE CODE).

Questions and Answers for DRT Training & Equipment Solicitation 8TC854 Question 1: According to the PWS 1.3 and Appendix A, the equipment (CLINS 0003-0009) says it’s GFE however the solicitation has CLINs for pricing out the equipment. Does that mean it’s originally contractor acquired property (CAP) that will become GFE? Answer: We are including the purchase of the DRT equipment with this contract. Once the equipment has been received by the Government, it will be furnished to the contractor has GFE. We require training on the DRT equipment and have included a reimbursable CLIN for shipping of the equipment to the various training locations. Question 2: The PWS states a ‘minimum of 10 classes per year’. Do we anticipate more than 10 classes? This plays with our pricing for CLIN 0001 as well as travel (CLIN 0002) and shipping (CLIN 0010) – although travel and shipping are reimbursable, our pricing creates the NTE amount so knowing the amount of classes does help us better price this out. Answer: We anticipate a minimum of 10 classes per year. If the need arises, the Government reserves the right to increase the number of classes per year as identified. Question 3: I assume all JIEDDO locations is CONUS? Also is the majority of classes at Fort Irwin CA and Lackland AFB TX? Answer: Yes, all JIEDDO class location are CONUS. The majority of the classes will be at Fort Irwin, CA and Lackland AFB, TX ; however, if a unit scheduling classes can’t travel to these sites, a class will be scheduled at their home site. CLINs 0002 and 0010 are NTE amounts and all charges will be reimbursed in accordance with the JTR and verifiable receipts.
