NAICS Code: 519120 Libraries and Archives with a size standard of $6,500,000.00.. The U.S. Environmental Protection Agency (E.P.A) intends to negotiate a sole source contract with the Dialog Proquest Corporation of Cary, NC for a literature searching service with one year of subscription access, plus 2 option years, to Dialog's databases.
The U.S. EPA believes that the Dialog Proquest Corporation is the only source capable of providing this database access. The EPA library staff needs access to a collection of databases covering scientific, technical, business, news, regulatory and general interest information. The service must offer selective field searching across one of more of those databases simultaneously using a specialized command language that allows the librarian to produce records that are targeted to the specific research and discovery needs of Agency scientists, policy-makers and managers. This service must also provide links to full-text articles and allow for tagged output for use in post-processing software.
Since this procurement is being considered a commercial service, simplified procurement procedures will be used in accordance with FAR 13.5. The base period of performance is expected to be from October 01, 2008 through September 30, 2009. All interested parties who believe that they can provide these required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement.
The intent of this synopsis is to determine if any other sources exist and, therefore, no Request For Quote (RFQ) is available at this time unless the interested party provides the aforementioned information. Consequently, any responses that fail to provide the aforementioned information and instead just request a copy of the RFQ, will not be honored.
