REFERENCE NUMBER: PT821 Nature of Work/Contract Title: Design, development and implementation of an electronic information system for the Minnesota Registration and Certification System (Vital Records System Redesign) Description of Work: This information system to be called Minnesota Registration and Certification (MR&C); will provide a technical solution for the Office of the State Registrar in enabling authorized individuals/agencies to obtain accurate vital data and certifications in a timely and efficient manner. The goals are to improve health outcomes for Minnesotans; supporting prevention of identity theft and fraud; enabling rapid response to bioterrorism and pandemic health events; and to effectively serve our communities. Additional goals include enabling responsible parties to file vital event data in an easy, fast, reliable and accurate manner and to meet federal certification standards. This is an integrated Vital Record System, which allows state and local registrars, funeral directors, physicians, medical examiners and their assistants, and hospital birth registrars to enter, maintain and use birth and death data including civil registration and public health data. It will be web-based. Authorized users will access it through a secure web browser. The system will process and print legal birth and death certificates and produce vital data for all authorized stakeholders. The system shall be highly secure and provide timely services. Estimated Cost: Over $50,000 Contracting Agency: MN Department of Health Location of Work: Some work can be performed off-site. MDH is looking for vendor approach to design, development and implementation that has a strong joint application development methodology.
