The U.S. Department of Commerce, National Marine Fisheries Service, Southeast Fisheries Science Center, Miami, Florida intends to award a purchase order for librarian services to complete a reference database accessible online, as part of the digitization and archiving project; to provide full text accessibility to scientific government documents. The NOAA Technical Memorandum NMFS-SEFSC series is the most indemand scientific publication at the Southeast Fisheries Science Center. The Southeast Fisheries Science Center has a requirement for a contractor with reference library skills, familiar with Database Design for web base online application and scanning skills. With the completion of the work this database will be fully accessible from the Southeast Fisheries Science Center Webpage. In compliance with the Government Paperwork Elimination Act 44 USC 3504 and The Freedom of Information Act 5 USC 552 as amended in 2002; all government documents that meet the requirements should be accessible online to the public. All contractors that intend on providing a complete proposal are requested to email Elizabeth Perez at Elizabeth.Perez@noaa.gov and provide your company name, address, phone number, contact name, and Duns Number. In accordance with FAR 5.102(d), availability of the solicitation is limited to this electronic medium only. Requests for other copies of the solicitation will be disregarded without notice to the requestor. No phone requests will be accepted, no solicitation will be available for pick-up, no walk-ins will be allowed. A CONTRACTOR must be registered in Central Contractor Registration (www.ccr.gov) to be considered for an award of a Federal Contract.
Objectives:
Provide full text access to the comprehensive online searchable NOAA Technical Memorandum NMFS-SEFSC database.
Description of Work:
- Review digitized documents for completeness
- Scan complete documents
3. Scan missing pages or documents on the collections at 300 dpi black and white images.
4. Negotiate with the labs and authors accuracy of documents
5. Add to the already existing online database the pdf's for full text capabilities.
6. Update the collection during the contract period.
Duration: August, 2008- July 2009
Deliverables. The contractor will create tiff and pdf files for each document and will Deliver them to SEFSC via CD or DVD. The pdf ‘s will be added to the online database gradually until the series will be completed.
