Design and Construct Pol-e Khomri Forward Operating Base (FOB)

The U.S. Army Corps of Engineers, Afghanistan District intends to issuea Request for Proposal (RFP) to award a Firm Fixed Price contract for the design/construction of a 750 man Installation located approximately 120 Km Southwest of Kunduz, Afghanistan.

The contractor shall perform work to consist of topographic survey, installation master planning, site demolition (as required) grading, design and construction of new buildings, construction of primary power and electrical distribution system, construction of a waste water treatment plant and sanitary sewer system, solid waste transfer points, development of a raw water source ( i.e. ground source water wells), installation of water well pumps, potable water booster pumps and associated controls, installation water distribution system, construction of water storage tanks, design and construction of data, voice and emergency communication system including centralized communications building and underground copper cable installed in duct banks system, design and construct access road and road network on new base, POV and military parking areas, construction of perimeter fencing IAW AT/FP measures. Installation landscaping shall incorporate the storm water runoff plan andallow for proper site drainage, grading throughout the compound with drainage structures. The site master plan shall include planned locations for future additional facilities that will be designed and built by others. The contractor shall provide utility connections. The contractor shall perform a geotechnical investigation as defined in Section 01015. An approved site grading and Drainage Plan shall be prepared prior to construction. All utilities shall be complete and operational prior to the occupancy.
The award for this procurement will be made in accordance with the applicable Federal Acquisition Regulations. The applicable NAICS code is 236220. The magnitude of this requirement is between $10,000,000.00 and $25,000,000.00. The proposed contract will be awarded using best value evaluation methods.
