Bid Description:
The State of Vermont, Department of Health is seeking proposals from professional laboratories to conduct testing on approximately 7,000 dried-blood spot samples annually for the detection of metabolic and other biochemical diseases of newborns, including repeat and diagnostic studies as necessary. SPECIMEN PROCESSING: The state requires a professional laboratory which has demonstrated expertise in performing testing on dried-blood spot samples for a range of 28 specific metabolic, endocrine, and hematologic disorders, as well as Cystic Fibrosis. Contractor must describe methods for conducting the tests and must have the capacity to perform Tandem Mass Spectrometry (MS/MS). Documentation of experience, expertise, and quality in performing newborn screening is also required. Contractor must provide on-going testing for patients with known metabolic disorders, regardless of the age of the patient, at the request of the state metabolic clinic coordinator or the newborn screening program coordinator. Contractor must provide screening for hemoglobinopathies on refugees who enter Vermont as well as providing newborn screening and/or hemoglobin testing on out-of-state adoptees, at the request of the coordinator. CONSULTATION/COLLABORATION: Contractor must be able to supply after-hours and holiday emergency consultation. Contractor must facilitate timely access to information on Vermont babies being tested in bordering states, in keeping with national standards protecting the privacy of Personal Health Information. Contractor must coordinate and present an annual training/conference which includes information specific to the Vermont Newborn Screening Program. FILTER PAPER SUPPLY, SHIPPING, STORAGE, and
RETRIEVAL: Contractor must coordinate production of a supply of newborn screening filter papers which are unique to Vermont. Contractor must coordinate with and oversee a courier system which provides next-day delivery of specimens during normal business hours and must coordinate special delivery arrangements for holidays. Contractor must provide Vermont submitters with pre-paid shipping labels. Contracting lab must provide storage of filter paper specimens in compliance with nationally recognized standards, and they must retrieve and perform additional testing on stored samples as requested by the state coordinator and with written approval of the parent/guardian.
. DATABASE, INFORMATION, REPORTS: Contractor must maintain electronic and written records in such a manner as to comply with national standards protecting the privacy of Personal Health Information. Contractor must provide direct 24/7 computer database access to Vermont data. Contractor must provide the state with a wide variety of regular statistical reports as well as statistical analyses and related consultation upon request. Contractor must provide a weekly secure electronic data feed of selected demographic and identifying information on data received the prior week in order to populate the Vermont Universal Newborn Hearing Screening data base. TERMS OF CONTRACT: This two-year contract beginning Sept. 1, 2008 may be renewed in whole or in part for two additional consecutive one year periods depending on available funding and need.
